2. STMP Update – Staff discussed the city council/Board of Supervisors informational outreach campaign (concluded in December). The TAC discussed the Draft Cooperative Agreement for the STMP that was included in the packet and several changes will be made. Additional changes can be faxed, emailed, or phoned in to Lisa Hammon prior to January 19th. The Cooperative Agreement will be presented to the WCCTAC Board this month for review and approval to circulate for comment. Comments will be due by February 15th in order to include them in the agenda packet for the February 24th WCCTAC meeting. The WCCTAC Board will approve the final Cooperative Agreement at the February 24th meeting and request that the cities/County take final action in March. Staff will email the ’97 Cooperative Agreement, draft 2006 Cooperative Agreement and a bullet-point summary of the significant changes to the cities/County for their use in obtaining approval from legal staff and management. Staff distributed the draft Ordinance and highlighted the sections added by WCCTAC’s attorney. The Ordinance is on the same timeline as the Cooperative Agreement. Following adoption of the Cooperative Agreement and the Ordinance, staff will begin working on the Strategic Plan which will include language regarding pre-construction funding.
