       DRAFT MEETING NOTES

      June 25, 2004

 

The meeting of the West Contra Costa Transportation Advisory Committee was not called to order as a quorum of the members was not present.  Chair Valstad requested staff present informational items to those members and guests present in the City Council Chambers of the City of San Pablo, 13831 San Pablo Avenue (at Church Lane), San Pablo, California. 

 

1. Call to Order and Self-Introductions

2.       Public Comment

Kristine Solseng, Contra Costa County Redevelopment Agency, stated she is working on the TLC grant for West County and the waterfront sites.  Currently Redevelopment staff is in the process of a Phase I and II Feasibility Plan to determine what type of dredging needs to be done and the land use plan for the marina.  Kristine added that Richmond has also applied for a TLC grant for capital improvement, and San Pablo has applied for a construction grant.

 

Jerrold Parsons requested the members’ support Ms. Solseng’s efforts as these proposed improvements will also help with the Bay Trail.  Chair Valstad requested the Managing Director draft a letter of support from the WCCTAC Board.

 

3.       Minutes and Sign-In Sheet from the May 10, 2004 Meeting –ATTACHMENTS

 

     The minutes and sign-in sheet from the May meeting are attached.

     Staff Recommendation:    Approve the May 2004 minutes.

 

          4.     Staff Reports – ATTACHMENTS

 

     Employee Staff Reports from the Managing Director and the Transportation Project Specialist are attached.

 

     Staff Recommendation:  Accept the reports.

 

 

          5.     Subregional Transportation Mitigation Program (STMP) Fees for VBN Architects

 

     Staff is negotiating a new contract with VBN Architects for services related to the final design and construction of the station building at the Richmond Intermodal Station/Transit Village.  Until the contract is finalized, as the project architect, VBN will be performing work related to the construction of the Nevin Walkway and other coordination functions.  Staff is seeking the Board’s approval to use up to $5,000 in STMP fees for these services.  Over $50,000 is available in STMP fee revenue for the Richmond Intermodal Station Project.

 

     Staff Recommendation:    Approve the request.

 

 

6.     Transportation Fund for Clean Air (TFCA) Additional Funds for Projects

 

     Approximately $101,000 of additional TFCA funds is available for projects in West County.  Staff solicited projects from the member agencies and received ten requests totaling nearly $400,000. Staff and the TAC discussed funding for the projects from the additional funds, as well as from WCCTAC’s existing Program Manager funds.  Staff is reviewing the TFCA criteria, particularly the cost effectiveness, and it appears that most projects can be funded through TFCA.  Several larger projects will be recommended for funding through WCCTAC’s Regional Studies budget, the Transportation for Livable Communities program, and/or the TFCA Regional funds.

 

Staff /TAC Recommendation:  No recommendation; for information only at this time.

 

 

7.     Agreement for Professional Consultant Services Between WCCTAC and TJKM – ATTACHMENTS

 

Attached is a new contract with WCCTAC’s technical consultant, TJKM.  WCCTAC’s advising attorney has advised that the Agreement is satisfactory.  Subject to approval by TJKM, the Agreement can be executed.

 

Staff Recommendation:  Following approval by TJKM, authorize the Chair to sign the Agreement.

 

 

8.              Subregional Transportation Mitigation Fee Program (STMP) Update – ATTACHMENT

 

                   TJKM (WCCTAC’s technical consultant) is working on the update to the STMP – the developer fee program.  The attached Memorandum summarizes the work currently underway on the update.

9.  Date for July/August Meeting – Staff - 5 minutes

 

ACTION ITEM

 

The WCCTAC Board typically meets only once in July/August.  Staff is proposing the following dates for the summer meeting:  Either July 30th or August 6th.

 

The members present agreed to schedule the next meeting for August 6, 2004.  The Managing Director will poll the absent directors and advise the full Board of the next scheduled meeting.

 

10.   WCCTAC Budget, Dues, Scope of Work, and Employment Agreements for             FY 04-05 – Staff – SEPARATE ATTACHMENT – 20 minutes

 

ACTION ITEM

 

The following budget-related items are attached (new/revised documents are highlighted):

 

Comprehensive WCCTAC budget (including comparison to FY 03-04) with minor changes noted since first presented in April 2004;

Job descriptions for WCCTAC Staff (including changes to the Transportation Project Specialist’s salary range noted in the Memorandum to the Board);

Staff Report with background information;

Summary of TSM projects;

Adopting Resolution outlining the dues structure for the member agencies;

Accomplishments in relationship to the FY 03-04 Scope of Work;

Scope of Work for FY 04-05;

Employment Agreements for WCCTAC Staff (copies included for Board members only; others who would like copies may call Lisa Hammon at 510.215.3044).

 

Staff has not received any comments on the budget or related documents.  Staff will highlight the minor changes proposed since April and will briefly discuss the Job Descriptions/Employment Agreements.

 

Staff Recommendation:   Discuss and approve the items; direct staff to: (1) have the Employment Agreements signed once approved by WCCTAC’s advising attorney; and (2) bill the member agencies for FY 04-05 dues.

 

11.   WCCTAC Travel Policy – Staff – ATTACHMENT – 10 minutes

 

ACTION ITEM

 

Staff has drafted a Travel Policy for WCCTAC based upon the City of San Pablo’s policy and comparison to other local jurisdictions’ policies.  [The Managing Director would like to thank Administrative Analyst Nancy Cuneo for researching and drafting the Travel Policy.]

 

Staff Recommendation:  Discuss and provide comments on the Travel Policy; adopt and/or action as appropriate.

 

 

12.   Update on the Measure C Transportation Sales Tax Renewal – Staff – SEPARATE ATTACHMENT – 20 minutes

 

ACTION ITEM

 

Attached is the “Final Draft – The Measure C Extension:  Contra Costa’s Transportation Sales Tax Expenditure Plan” adopted by the Contra Costa Transportation Authority on May 26, 2004.  The cities are currently looking at the document and taking action on it.

Staff has prepared a draft document that outlines the benefits of the Expenditure Plan projects and programs by West County jurisdiction.  Staff is seeking comments from the Board.

Later this month, staff will send information on the Expenditure Plan, the Urban Limit Line, and the Growth Management Program to the nineteen agencies/community based organizations who have participated in the Measure C outreach program.

Staff will provide a verbal update on the process.  The WCCTAC local jurisdiction representatives may want to provide a status report on City Council actions that have taken place in the month of June.

 

Staff Recommendation:  No recommendation; action(s) to be determined.

 

 

INFORMATION ITEMS:

 

13.Update on San Pablo Avenue Activities – Staff – SEPARATE ATTACHMENT – 20 minutes

 

The attached Memorandum summarizes two efforts that are currently underway on San Pablo Avenue:  the San Pablo Avenue SMART Corridors project (including the AC Transit Rapid Bus Project); and the San Pablo Avenue Visioning Project that was spearheaded by Assemblywoman Loni Hancock and elected officials from the local jurisdictions and agencies.

 

The Managing Director noted Caltrans has a pavement rehabilitation project on San Pablo Avenue and also in Alameda County.  The Contra Costa County work is scheduled to begin in the Spring of 2005, and Caltrans has special construction provisions for the project.  Completion is expected in the Spring of 2006.

 

The Managing Director also stated the San Pablo Regional Planning Process included a bus tour along the corridor.  She stated it was interesting to see all the improvements, as well as hear of all the plans for the corridor.  Loni Hancock is working closely on this project and is working to have all affected jurisdictions work together.
