RE:                   SUMMARY OF THE AUGUST 10TH TAC MEETING

The following is a summary of the August 10th WCCTAC-TAC meeting.  The sign-in sheet is attached for mailed copies.

1.                  Strategic Plans for Measure J and STMP Projects – The TAC discussed a summary table of the projects for both Measure J and the STMP (with two alternatives for Measure J bond funding).  Questions were asked about specific projects and the draft Project Fact Sheets were distributed.  The discussion led to the decision that until the cash flow projections for the STMP fee revenues were known, a recommendation regarding the Measure J bonds could not be made (several projects are in both funding sources).  The TAC will review the developer fee revenue projections and options for financing at the next meeting.  Additionally, the Project Fact Sheets will be updated (including ensuring that projects proposed for Measure J bond funding are in FY 09-10 or later).  Escalated costs will also be included.

2.                  State Infrastructure Bond for Transportation – Lisa Hammon presented an update, including a flyer announcing a workshop on August 29th at the California Center for Innovative Transportation where both technology improvements and policy direction will be discussed relative to the I-80 corridor.  Lisa Hammon mentioned that contact had been made with neighboring counties regarding planned improvements in the I-80 corridor, and that short-, medium- and long-range plans could be developed for implementing improvements to help relieve congestion.

3.                  Other Business – John Rudolph re-introduced WCCTAC’s high school interns (funded by MTC) and the interns’ projects.  John mentioned that the interns are becoming very fluent with the transportation “language” and projects, especially at the Del Norte BART station.  Lisa Hammon mentioned that the Contra Costa Transportation for Livable Communities grant application was available.  A question was asked about the San Pablo Avenue signal timing in the area of the Del Norte BART station.  Lisa Hammon will follow up.
