      At this time, the public is welcome to address the WCCTAC on any item which does not otherwise appear on the agenda.  With a full agenda, comments may be limited to three minutes per speaker.  Speakers shall follow the rules of common courtesy and decorum.

3.      Minutes, Sign-In Sheet, and Meeting Summary from the July 28, 2006 Meeting  – ATTACHMENTS

 

         The minutes, sign-in sheet, and meeting summary from the July 2006 meetings are attached.

 

         Staff Recommendation:   Approve the July 2006 minutes from the regular meeting and the special meeting.

 

 

4.      Staff Reports – ATTACHMENTS

 

         Staff reports from the Managing Director, Management Assistant, and Transportation Project Specialist for August are attached.

     

         Staff Recommendation:  Accept the reports.

 

 

5.      Transportation for Livable Communities – Contra Costa County Program

 

The TLC Call for Projects and Application are on the CCTA website at www.ccta.net (Planning/Transportation for Livable Communities Program).  The application deadline is October 13, 2006.

 

Staff Recommendation:    No recommendation; for information only.

 

 

6.            Developer Fees for El Cerrito/Richmond for the San Pablo Avenue Specific Plan – ATTACHMENT

 

Two funding sources are recommended to supplement El Cerrito and Richmond’s funding for the San Pablo Avenue Specific Plan:  (1) Developer fees from the initial Subregional Transportation Mitigation Fee Program (STMP); and (2) Funds from the WCCTAC 05-06 fiscal year budget in the “San Pablo Avenue Corridor Planning” line item.

 

A Staff Report is attached that outlines the recommendation in more detail.

 

Staff Recommendation:  Approve the funding for the El Cerrito/Richmond Specific Plan for San Pablo Avenue.

 


 

7.      Future Agenda Items: 

 

Discussion of Contra Costa Transportation Authority membership (following further discussion at the CCTA Administration and Projects Committee meeting in early September).

8.      Board Member Comments and Announcements – 2 minutes per Board Member

 

 

9.      511 Contra Costa Annual Report – Staff – ATTACHMENT – 10 minutes

 

The 511 Contra Costa Program Managers (including Linda Young for WCCTAC) have prepared an Annual Report for many years.  The attached Staff Report outlines the background and the current issues regarding the Annual Report.

 

Staff Recommendation:   Provide direction to staff.

 

 

10.    Measure J Strategic Plan and the Subregional Transportation Mitigation Fee Program (STMP) Strategic Plan – Staff – ATTACHMENTS and HANDOUT(S) – 40 minutes

 

ü            Background information is attached:  Measure J Expenditure Plan, STMP project list, the Board recommendation from the July 28th meeting.

ü            The TAC met on August 10th and August 22nd.

ü            The TAC reviewed the Project Fact Sheets and funding needs, as well as the cash flow for developer fees and the relationship to the Measure J bond funds.

ü            A recommendation for Measure J bond funding for West County projects will be forwarded to the Board at the September 29th meeting.

ü            A verbal report and additional information will be provided at the meeting.

 

Staff/TAC Recommendation:   Board discussion and action as appropriate.

 

 

11.    State Infrastructure Bond for Transportation Projects – Staff – ATTACHMENT and POSSIBLE HANDOUT(S) – 10 minutes

 

ü            Background attachment – Summary of the Infrastructure Bond for Transportation Projects.

ü            Staff has been participating on the “Corridor Mobility Improvement Account” Work Group. Criteria are being developed for the program as well as performance measures.

ü            WCCTAC and the California Center for Innovative Transportation are hosting a workshop on August 29th from 11 to 2 at the CCIT in Berkeley (flyer attached).  The purpose of the workshop is to “brainstorm” with jurisdiction and agency staff from throughout the I-80 corridor on how technology advances can work with infrastructure improvements to help relieve congestion on I-80.  Please RSVP to Nancy Cuneo if you plan to attend the workshop as seating is limited.

ü            The TAC discussed the State Infrastructure Bond and the “categories” in the transportation bonds and a verbal report will be made at the meeting.

 

Staff/TAC Recommendation:   Board discussion and action as appropriate.

 

 

12.        Presentation on High Occupancy/Toll (HOT) Lanes and Ramp Metering – MTC and/or Caltrans Staff – POSSIBLE HANDOUT – 15 minutes

 

At the time of publication of this agenda, WCCTAC Staff is working to secure a speaker on the background and current issues of HOT lanes and ramp metering.  Item may be deferred to the September meeting if speaker(s) are not available for the August meeting.
