RE:                   SUMMARY OF THE OCTOBER 12TH TAC MEETING

 

The following is a summary of the October 12th WCCTAC-TAC meeting. 

 

1.                  State Infrastructure Bond – I-80 Corridor System Management Project.  Staff provided an update, based upon information received at the San Pablo Avenue SMART Corridors meeting on Tuesday, October 10th.  Three documents were distributed, and the TAC members were asked to comment directly to Anush Nejad at Kimley-Horn by October 23rd on the Concept of Operations Report.  One issue was raised regarding excessive traffic on San Pablo Avenue affecting the “downtowns.”  Staff was directed to write letters to Anush Nejad at Kimley-Horn (who is overseeing this project) with any concerns about I-80/San Pablo Avenue traffic issues.

 

2.                  Measure J Bond and STMP Strategic Plans – Dowling Associates is revising the Measure J Project Fact Sheets to be in alignment with the funding recommendation that was approved by the WCCTAC Board at the September 29th meeting.  Cambridge Systematics will summarize potential funding sources for presentation at the November TAC meeting and all projects will be added to the list for consideration of other funding, in case a “fully-funded” project has future shortfalls.  Dowling Associates will bring a timeline and deliverables for completing the STMP Strategic Plan to the next TAC meeting.  BART and El Cerrito were concerned that no early funds were available for planning the TOD project at Del Norte.  Staff will look into this.

 

3.                  San Pablo Avenue Community Planning – Brock Winstead summarized the Caltrans Community Transportation Planning Grant.  ABAG is the lead on the grant application which includes youth involvement in San Pablo Avenue planning and including the Youth (“Y”) Plan in schools (working with UC Berkeley).  The TAC thanked Brock for his work as he announced that he has taken a full time job and will no longer be interning for Assemblywoman Hancock/WCCTAC.

 

 

 

4.                  FY 07-08 TDM Projects – Linda Young presented project ideas and changes from past years that will be incorporated into the West County TDM Program.  See the TAC agenda packet for details.

 

5.                  Other Issues – John Rudolph presented information about: (1) the taxi driver safety program; and (2) signage improvements as a result of the bicycle accident near I-580/Western Drive.  The West County Bicycle/Pedestrian Plan will be discussed in November.

 

6.                  Projections 2005 – Following the TAC meeting, Matt Kelly (introduced by Brad Beck) from CCTA discussed the need for the local jurisdictions to review the housing and employment projections to be sure that all information is correct from the local jurisdictions’ perspective.  Projections 2005 is also the basis of the STMP projections, so timely review is critical.
