4. Subregional
Transportation Mitigation Fee Program (STMP) Strategic Plan – Staff – ATTACHMENTS
and HANDOUT(S) – 40 minutes
The TAC will continue discussions on the STMP (Developer Fees) Strategic Plan including the following:
a. Schedule/tasks.
b. Project Fact Sheets.
c. Alternative funding mechanisms.
d. Financing strategies.
e. Projections 2005 information/updates.
f. Initial discussion on project prioritization.

5. Initial
Discussion of the Pedestrian Component of a West County Bicycle and Pedestrian
Plan – Staff and Nancy Baer, Contra Costa Health Services – SEPARATE ATTACHMENTS
– 15 minutes
Staff and the TAC will discuss a potential West County Bicycle and Pedestrian Plan and will focus this discussion on the pedestrian aspects. Excerpts from the Countywide Bicycle and Pedestrian Plan and MTC’s Pedestrian Districts Study are attached.

7. Meeting
With Lamar, Neighborhood House of North Richmond, and Contra Costa County,
Richmond, and
Bus benches with youth art are planned for implementation as part of the Lifeline grant. The local jurisdictions, NHNR, and Lamar will discuss the encroachment permit process and other planning/installation/maintenance issues.
