RE: SUMMARY
OF THE NOVEMBER 9TH TAC MEETING
The following is a summary of the November 9th
WCCTAC-TAC meeting:
1.
STMP (“Developer
Fees”) Strategic Plan – Dowling Associates and Cambridge Systematics
presented information related to the preparation of the STMP Strategic
Plan. Alice Chen has received almost all
of the Project Fact Sheets. The TAC discussed
the available fees in the first two years of the program and will discuss
potential projects that could use the fees at the December meeting. Four potential funding strategies were
presented by Cambridge Systematics (city-wide traffic fees, large development
mitigation fees, value capture/special assessment districts, and park fees), as
well as a note by staff that various state and federal transportation grants
could provide funding. The City of Richmond’s review of Projections
2005 is critical. An initial discussion
of project prioritization and a strategy for providing “up front” funds for
projects will be discussed next month.
2.
Countywide
Bicycle and Pedestrian Plan; West County
Bicycle and Pedestrian
Plan; Pedestrian Components – The TAC, along with Nancy Baer from Contra
Costa Health Services and Brad Beck from CCTA, discussed an Update to the
Countywide Bicycle and Pedestrian Plan.
Staff asked about the possibility of preparing a West County Bicycle and
Pedestrian Plan (and similar plans from the other RTPCs) that would then be
incorporated into the Countywide Bicycle and Pedestrian Plan. The TAC felt that each region would benefit
from a higher level of specificity regarding bicycle and pedestrian
projects/issues. This effort would be
analygous to the preparation of the Regional Action Plans which are the basis
for the Countywide Comprehensive Transportation Plan.
3.
Project Updates
– Updates were provided on the taxi drive safety program, the bicycle
accident on I-580 at Western Drive,
the Street WISE program, and the outcome of the November 7th
election as it related to West
Contra Costa
County.
4.
Meeting to
Discuss the Bus Bench Program – Representatives from the cities of San Pablo and Richmond, and
Contra Costa County,
Lamar, WCCTAC, and Neighborhood House of North Richmond discussed the bus bench
program which is a component of the LIFT grant.
The issues of encroachment permits, maintenance, the youth program for
artwork and maintenance, and ownership of the benches were discussed. The jurisdictions are waiving the permit
fees for installation of the benches.
The TAC members suggested that the youth receive safety training and
safety vests; that they be advised of discussions on the artwork theme; and
that the youth make a presentation to the City Councils/Board of Supervisors
when the benches are going to be installed.
Lamar needs site plans with the exact locations of the bus benches from
Neighborhood House/local jurisdictions.
The next TAC meetings
will be on Thursday, December 14, 2006 at 9:00 am
at the City of San Pablo.
