The minutes, sign-in sheet, and meeting summary from the October 2006 meeting are attached.
Staff Recommendation: Approve the October 2006 minutes.
4. Staff Reports – ATTACHMENTS
Staff reports from the Managing Director, Management Assistant, and Transportation Project Specialist for November and early December are attached.
Staff Recommendation: Accept the reports.
5. Memorandum of Understanding Between the Contra Costa
Transportation Authority, Alameda Congestion Management Agency, and WCCTAC for
Funding for the Systems Engineering and Management Plan (SEMP) for the I-80
Integrated Corridor Mobility Project - ATTACHMENTS
WCCTAC’s share of the funding for the SEMP for the I-80 Integrated Corridor Mobility Project was approved in September. The attached MOU confirms the funding agreement and has been approved by Bryan Otake, WCCTAC Counsel.
Staff Recommendation: Authorize the Chair to sign the Agreement in substantially the same form as presented herein.
6. Amendment #2 to the Consulting Services Agreement Between WCCTAC
and Dowling Associates, Inc. for Preparation of the Casino Traffic Study –
ATTACHMENT
The Casino Traffic Study has been dormant for the past several months due to other project priorities (primarily the preparation of the prioritized list of Measure J and STMP projects). Amendment #2 extends the term of the Agreement to June 30, 2007. All other terms and conditions of the Agreement remain the same.
Staff Recommendation: Authorize the Chair to sign the Agreement in substantially the same form as presented herein.

Amendment #2
to the Consulting Services Agreement Between WCCTAC and VBN Architects, Inc.
for Architectural Services Related to the
The station building construction has been delayed a few months primarily due to weather impacts last winter. Amendment #2 extends the term of the Agreement to June 30, 2007. All other terms and conditions of the Agreement remain the same.
Staff Recommendation: Authorize the Chair to sign the Agreement in substantially the same form as presented herein.
8.
Amendment #2
to the Consulting Services Agreement Between WCCTAC and MACK5 for Project Management Services Related to the
MACK 5 staff are supervising the consultants and overseeing the construction of the station building at the Richmond Intermodal Station. Due to delays (primarily in weather last winter and change orders), and the need to keep MACK 5 on board through the duration of the project, Amendment #2 extends the term of the Agreement to June 30, 2007 and increases the total project cost by $29,000. Costs will be paid by the STMP fees from the Richmond Intermodal Station project category.
Staff Recommendation: Authorize the Chair to sign the Agreement in substantially the same form as presented herein.

Letter
Agreement for Continuation of Consulting Services with Michael Bernick –
ATTACHMENT
Attached is a Letter Agreement with a revised Scope of Services and estimated hours for Michael Bernick, Consultant. Detail on funding for the services has been provided by staff.
Staff Recommendation: Authorize the Managing Director to sign the Letter Agreement with Michael Bernick to continue consulting services.

Agreement
with Dan Clurman and Mudita Nisker (Training Consultants) for Communications
Workshop with RTPC Staff and Managers – ATTACHMENT
A Communications Workshop has been scheduled for all RTPC staff and managers. The cost will be divided between WCCTAC and TRANSPAC ($1,250 per agency).
