4.      Minutes, Sign-In Sheet, and Meeting Summary from the December 10, 2004   Meeting – ATTACHMENTS

 

      The minutes, sign-in sheet, and meeting summary from the December 2004 meeting are attached.

 

      Staff Recommendation:    Approve the December 2004 minutes.

 

 

5.   Staff Reports – ATTACHMENTS

 

      Employee Staff Reports from the Managing Director, the Management Assistant, and the Transportation Project Specialist for January are attached.

 

      Staff Recommendation:   Accept the reports.

 

 

6.   Revised Countywide Model

 

At the January 13, 2005 meeting, the WCCTAC-TAC requested an additional month to review the model and comments made by WCCTAC’s consultant, TJKM.

 

      TAC Recommendation:    Forward a recommendation to the WCCTAC Board regarding the Revised Countywide Model to the Board in February.

 

 

7.      Transportation and Land Use Solutions (T-PLUS) Funding – ATTACHMENT

 

The Contra Costa Transportation Authority (CCTA) has requested that the Regional Transportation Planning Committees (RTPCs) initiate a process for receiving and approving up to $100,000 from each region for T-PLUS funds.  The WCCTAC-TAC reviewed and approved a draft application form and timeline for application submittal.  Additionally, a TAC subcommittee was convened to review project applications.

 

TAC  Recommendation:   Review and approve the application form and timeline; direct the TAC subcommittee to convene to review the applications; direct the TAC to bring a recommendation to the WCCTAC Board in March.

 

 

8.      Contra Costa Commute Alternative Network (CCCAN) Link to Regional 511 Program

 

CCCAN provides information, training, referrals, and incentives for Contra Costa residents and commuters to encourage the use of commute alternatives.  Currently, CCCAN has a website that contains information on the services and incentives offered, in addition to links to transit, bicycle, and other options.  The website is maintained by the TRANSPAC staff.  MTC has suggested the possibility of incorporating a link in its regional “511” (regional transportation information) site to the CCCAN website, using the designation “511 Contra Costa.”  Details are currently being discussed between the CCCAN Program Managers, CCTA staff, and MTC.  Further information will be provided to the WCCTAC Board at future meetings.

 

Staff Recommendation:   No recommendation; for information only at this time.

10.        Election of the Following Officers and Representatives: (a) WCCTAC Chair; (b) WCCTAC Vice Chair; (c) CCTA Representative (odd-year term); and (d) CCTA Alternate – Staff and Chair – ATTACHMENT – 15 minutes

 

ACTION ITEM

 

a.       WCCTAC Chair – The Board will need to elect a Chairperson.  Immediate past Chair was Kris Valstad from Hercules.

b.      WCCTAC Vice Chair – The Board will need to elect/reappoint a Vice Chair.  Current Vice Chair is Mindell Penn.

c.       CCTA Representative – WCCTAC’s “odd-year” term is currently vacant (Kris Valstad previously held this position).  The Board will need to elect a new representative for the term from February 1, 2005 through January 31, 2007.

d.      CCTA Alternate – The Board will need to reappoint the current alternate (Maria T. Viramontes) or elect a new alternate.  The CCTA Alternate serves until replacement/resignation and is the alternate for both WCCTAC CCTA representatives.

 

Background:  Previous WCCTAC Chairpersons – in order of most recent – include:  Kris Valstad (Hercules), Janet Abelson (El Cerrito), John Marquez (Richmond), Maria Alegria (Pinole), Irma Anderson (Richmond), Lloyd Wagstaff (Hercules), and Cathie Kosel (El Cerrito).  While there are no formal policies regarding these appointments, they generally rotate among the jurisdictions and Board of Supervisors representatives, and generally WCCTAC members with at least one year of tenure are appointed.

 

Note:  According to the WCCTAC Joint Exercise of Powers Agreement (JPA), only the Cities and the County may vote for CCTA Representatives – six votes total (one each – El Cerrito, Hercules, Pinole, Richmond, San Pablo, Contra Costa County); four votes are required for a majority vote.

 

         Staff Recommendation:   No recommendation; action as appropriate.

 

 

11.        Subcommittee to Discuss West County Strategic Plan Projects – Staff – ATTACHMENT – 10 minutes

 

CCTA staff sent a letter to the RTPCs in December regarding the process of updating the 2004 Measure C Strategic Plan Program of Projects.   Two projects in West County have not substantially moved forward since Measure C passed in 1988 – the Wildcat Creek Trail project and the El Cerrito BART Parking Garage project.  CCTA has asked for comments by March 14th which means that WCCTAC will need to take action in February.

 

Staff suggests setting up a subcommittee of three or four members of the WCCTAC Board to review the projects and to make a recommendation to the WCCTAC Board at the February meeting.  Staff anticipates three meetings of the subcommittee (one meeting per week for the weeks of January 31, February 7, and February 14 – with the date/time to be determined by the subcommittee).

 

The letter from CCTA, CCTA Board Letter, and project fact sheets for the Wildcat Creek Trail and El Cerrito BART Parking Garage projects are attached for reference.

 

Staff Recommendation:  Review the materials; designate the subcommittee; schedule the first meeting.

 

 

12.        West County Internship Program – Staff – ATTACHMENTS – 15 minutes

 

ACTION ITEM

 

As described in the attached Memorandum, John Rudolph suggested a “West County Transportation Planning/Engineering Internship Program” for review and approval by the WCCTAC-TAC and Board.  The TAC has discussed this program over the past several months.  A list of potential projects is attached.  Staff will be available to answer questions regarding the program.

 

TAC Recommendation:  Approve the Internship Program; authorize Staff and the TAC to move forward with the subcommittee review of the project submittals; bring a funding recommendation to the Board in February.

 


 

13.        Subregional Transportation Mitigation Fee Program (STMP) Update – ATTACHMENTS – Staff – 30 minutes

 

ACTION ITEM

 

The TAC and consultants have been working on the STMP update for several months.  At the January 13, 2005 meeting, the TAC reviewed the latest draft of the program (attached) and three options for funding the proposed projects.

 

Staff will make a verbal presentation on the information in the draft Update, including the background information, list of projects, nexus analysis, funding scenarios, etc.  Once the WCCTAC Board reviews the update and gives conceptual approval, staff will make presentations to the City Councils and the Board of Supervisors regarding the program.

 

TAC Recommendation:  Fully fund all ten projects on the STMP Project List at the full STMP amount justified by the nexus.
