Congratulations to WCCTAC Board member Janet Abelson (Mayor of El Cerrito) who was honored in Sacramento on March 20th  as one of California’s Women of the Year for 2006.  Ms. Abelson was selected by Assemblywoman Loni Hancock to receive the honor.

 

 

Congratulations to WCCTAC Board member Tom Butt who is the new Vice Chair of the Local Government Commission.

3.      Minutes, Sign-In Sheet, and Meeting Summary from the February 24, 2006    Meeting – ATTACHMENTS

 

         The minutes, sign-in sheet, and meeting summary from the February 2006 meeting are attached.

 

         Staff Recommendation:   Approve the February 2006 minutes.

 

 

4.      Staff Reports – ATTACHMENTS

 

         Staff reports from the Managing Director, Management Assistant, and Transportation Project Specialist for March are attached.

     

         Staff Recommendation:  Accept the reports.

 

 

5.      511 Contra Costa – West County Projects for FY 06-07 - ATTACHMENT

 

The final Transportation Fund for Clean Air (TFCA) applications for West County projects for FY 06-07 are attached, as well as the budget for Measure C funds.

 

Staff Recommendation:    Approve the applications; direct staff to forward the applications to CCTA.

 

 

6.            West County Bus Shelter Program Update – ATTACHMENT

 

Attached is information from AC Transit staff regarding the status of the bus shelter program in West County.

 

Staff Recommendation:   No recommendation; for information only.

7.      Transit Summit (“Go I-80”) Draft Outline – Staff – ATTACHMENT – 10 minutes

 

         The “Go I-80” Transit Summit has been scheduled for Thursday, May 11th from 5:30 pm to 8:00 pm.  The draft Outline and schedule is attached for review and discussion.

 

         Staff Recommendation:   Board discussion and action as appropriate.

 

 

8.            Rail-volution Conference – November 4 to 8 in Chicago, IL – Staff – 5 minutes

 

The Rail-volution Conference will be held in Chicago, IL on November 4 to 8 this year.  Last year, WCCTAC covered the conference registration fees.  Staff is seeking direction from the Board regarding conference attendance, what fees will be covered, and who is considering attending the conference this year.

 

         Staff Recommendation:   Board discussion and action as appropriate.

 

 

9.            Update on the Subregional Transportation Mitigation Fee (STMP) Program  –VERBAL REPORT AND POSSIBLE HANDOUT – 20 minutes

 

a.             Document review and comment by jurisdictions – Staff/legal counsel will provide a verbal report on the status of the document review/comment.  The timeline for adoption of the updated program will be outlined.

b.            Ad-Hoc Working Group Report – The Ad-Hoc Working Group (Chair Brown, Ed Balico, and John Gioia) met and discussed specific language regarding casino projects.  The draft language is circulating and a recommendation to the Board from the Ad-Hoc Working Group will follow in April.

c.             Preparation of a Strategic Plan for the STMP projects – Assuming adoption of the STMP Update, including the project list, staff is seeking approval to issue an RFP for consultant assistance in drafting a Strategic Plan for the STMP projects.  These costs will be reimbursed by the STMP fees.

 

Staff/TAC Recommendation:   Board discussion and action as appropriate.

 

 


10.        Measure J Items:  (A) Policies approved by the Contra Costa Transportation Authority and Circulated to the Regional Committees for Comment; (B) West County Project Priorities in Measure J/Developer Fee Program; (C) Meetings and/or Discussions with Legislators Regarding West County Projects (follow up from the February 24th  meeting) – Staff and CCTA Staff – ATTACHMENTS – 20 minutes

 

A.           CCTA staff will report on the policies approved by the Authority at the March meeting.  Following further review by the TAC at the April 13th meeting, a recommendation will be forwarded to the Board at the April 28th meeting.

B.           The list of West County projects was discussed at the March TAC meeting.  The draft list (NOT in priority order) is attached.  Following further discussion and prioritization by the TAC at the April 14th meeting, a recommendation will be forwarded to the Board at the April 28th meeting.

C.           Board members will report on discussions with state legislators regarding West County projects.

 

Staff/TAC Recommendation:   Board discussion and action as appropriate.

 

 

11.    WCCTAC Budget, Dues, and Scope of Work for FY 06-07 – SEPARATE ATTACHMENT – 20 minutes

 

The following budget-related items are in the Separate Attachment:

 

(1)                     Comprehensive WCCTAC budget (including comparison to FY 05-06);

(2)                     Staff Report with background information;

(3)                     Summary of TSM projects/budget;

(4)                     Draft adopting Resolution outlining the dues structure for the member agencies;

(5)                     Accomplishments in relationship to the FY 05-06 Scope of Work; and

(6)                     Scope of Work for FY 06-07.

 

         Staff Recommendation:   Review the documents; provide comments to staff.  Direct staff to forward the documents to the member agencies and request comments by June 9, 2006.  Final action by the WCCTAC Board will be at the June 30, 2006 meeting.

 

 

12.    Taxi Safety In West County – Staff – Verbal Report – 10 minutes

 

Staff will provide a verbal report on the Taxi Safety issue and any actions that have taken place since the February Board meeting.

 

Staff Recommendation:  Board discussion and action as appropriate.

 

 


13.    San Pablo Avenue Vision Project – Staff and JPC/Association of Bay Area Governments (ABAG) Staff – 15 minutes

 

Following a brief introduction by WCCTAC staff, JPC and ABAG Staff (Ted Droettboom and Christy Riviere) will provide an update on the Regional Vision, which includes focused implementation efforts along San Pablo Avenue.  This focus/vision was initiated approximately eighteen months ago by Assemblywoman Loni Hancock.

 

Staff Recommendation:  Discussion and questions by the Board; action as appropriate.

 

 

14.        AC Transit Schedule and Route Changes and West Contra Costa County Service Plan – Staff and AC Transit Staff – ATTACHMENTS – 10 minutes

 

Following a brief introduction by WCCTAC staff, AC Transit staff will provide a brief summary of schedule and route changes made as of March 19th, and a brief summary of the West Contra Costa County Service Plan.  Public Hearings were held on March 22, 2006.

 

         Staff Recommendation:   Board discussion and action as appropriate.
