3. Minutes, Sign-In Sheet and Meeting Summary
from the February 27, 2004 and March 26, 2004 Meetings – ATTACHMENTS
The minutes, sign-in sheet, and meeting summary from the February and March meetings are attached.
Staff Recommendation: Approve the February and March 2004 minutes.
4. Letter Agreement with Michael Bernick for Assistance in Finalizing Funding for the Richmond Intermodal Station Building and Parking Structure – ATTACHMENT
Approximately five years ago Mr. Bernick assisted with funding for the Richmond Intermodal Station project. Staff suggests utilizing his services again (in an amount not to exceed $5,000) to solidify the station building, parking garage, and transit center funding.
Staff Recommendation: Approve the request.
5. Approve Letter to CCTA regarding MTC’s
Regional Transportation Plan –ATTACHMENT
The WCCTAC-TAC discussed the Regional Transportation Plan at the March 13, 2004 meeting. A summary letter is attached for review and approval by the WCCTAC Board. Since comments were due March 31, 2004, the letter stated that the WCCTAC Board had not yet approved the letter, but it was transmitted to CCTA in order to meet the comment deadline.
TAC Recommendation: Approve the letter.
6. Staff Reports from the Managing Director
and Transportation Project Manager – ATTACHMENTS

Measure C Renewal

a)
Update on the
Measure C Renewal
In a Separate Attachment are the CCTA Board Letter and most recent draft of the Expenditure Plan that was approved by the Expenditure Plan Committee meeting at the April 5, 2004 meeting. The full CCTA Board will discuss the draft Expenditure Plan at its April 21, 2004 meeting. (Note: the April 21, 2004 CCTA meeting will be held at the Embassy Suites Hotel adjacent to the Pleasant Hill BART station.)
WCCTAC’s list of projects and programs (and the allocation of “Subregional Capital Improvements/Programs” funds) is included with the CCTA Board Letter (as well as the responses from the other RTPCs).
b) Additional Public Outreach Meetings in West
County
Thank you letters and meeting
notes from the first three meetings are attached. The final meetings are scheduled for April 13, April 15, and May
12. Please note that several of the
suggestions made at the outreach meetings have been incorporated into the
language of the Expenditure Plan projects and programs.
c) Growth Management Program (GMP) and Contra Costa Transportation for Livable Communities Program
CCTA’s Planning Committee continued the discussion on these items at the April 7th meeting (see Separate Attachment - CCTA Board Letter and other information). There are several outstanding issues related to the Growth Management Program that have been forwarded to the CCTA Board for discussion and resolution at the April 21st meeting. There was general agreement regarding the CC-TLC program. A few minor modifications will be made to the language, and it, too, has been forwarded to the CCTA Board for review at the April 21st meeting. WCCTAC members Abelson and Gioia are on the Planning Committee and may wish to give a verbal report at the meeting.
d) Draft Description of Projects and Programs
in the Measure C Renewal – Discuss Changing/Adding Language
The Regional Transportation Planning Committees have been asked to review the detailed descriptions of the projects and programs. Staff and the TAC have reviewed the language drafted by CCTA staff. Suggested changes/additions are noted in the attached document in italic (new)/strikeout (delete).
Staff/TAC Recommendation: Discuss the Project and Program Descriptions and direct staff to forward the suggested revisions to CCTA; and/or action other actions regarding the renewal of Measure C at the discretion of the Board.

Budget, Dues, and Scope of Work for FY 04-05 – Staff – SEPARATE ATTACHMENT – 15

Staff Recommendation: Review the documents; direct staff to forward the documents to the member agencies and request comments by June 15, 2004. Final action by the WCCTAC Board will be at the June 25, 2004 meeting.
