1.      Welcome and Self-Introductions – Lisa Hammon, Chair

 

 

2.      Public Comment

 

      At this time, the public is welcome to address the TAC on any item which does not otherwise appear on the agenda.  Please fill out a speaker card.  Comments are limited to three minutes per speaker.  Speakers shall follow the rules of common courtesy and decorum.

 

 


 

3.      Sign-In Sheet and Meeting Summary from the March 20, 2007 Meeting – ATTACHMENT

 

The sign-in sheet and meeting summary from the March 20th meeting are attached.

 

 

4.      Subregional Transportation Mitigation Fee Program (STMP) Financing and Interim Strategic Plan – Staff – ATTACHMENT – 15 minutes

 

Staff will present a verbal report on the STMP project financing.  The Interim Strategic Plan was approved by the Board at the March 30th meeting, including funding for a specific project in the San Pablo Avenue Corridor funding category:  the “San Pablo Avenue Youth Engagement Project.”

 

WCCTAC Recommendation:   Not at this time.

 

 

5.      West County Action Plan Update – Staff and CCTA Staff – ATTACHMENT and Handout – 20 minutes

 

Staff and the consultants from Kimley-Horn and Associates (Paul Krupka and/or Mike Mowery) will discuss with the TAC:

 

(1)   Additional information that will need to be considered in the Action Plan Update based upon new projects, funding sources, policies, etc. since the 2000 Update; and

(2)   The schedule and scope for the Action Plan Update and how/when the TAC will be involved in the process.

 

WCCTAC Recommendation:   Not at this time.  (The draft Scope of Work was on the WCCTAC Board consent calendar for the March 30, 2007 meeting.)

 

 

6.            I-80 Integrated Corridor Mobility Project – Staff – ATTACHMENTS – 20 minutes

 

a.                         John Rudolph will make a short (less than 10 minutes) presentation on the project components (the same presentation that was made to the WCCTAC Board).

b.                        Verbal reports will be provided on: the RFP for Project Development; Funding; O & M; and Timeline.

 

WCCTAC Recommendation:   Not at this time.

 


7.            CCTA Technical Coordinating Committee (TCC) Representatives – Staff – ATTACHMENT – 5 minutes

 

Appointments to the CCTA TCC were delegated to the TAC by the WCCTAC Board at the March meeting.  Terms are for two years and will expire March 31, 2009.  Currently, Jerry Bradshaw (El Cerrito), Lisa Hammon (WCCTAC), and Adele Ho (San Pablo) represent West County on the TCC.  The TAC will need to appoint/re-appoint the TCC members.

 

WCCTAC Recommendation:   Provide TCC representatives’ names to CCTA and the Board.

 

 

8.      Project/Legislative/Funding Updates – Staff – POSSIBLE HANDOUTS – 20 minutes

 

a.       Taxi Driver Safety Program and Ordinance

b.      Street WISE

c.       Bicycle/Pedestrian Issues/Bike Locker update

d.      Bus Shelter/Bus Bench Program and bus stop inventory

e.       Casino Traffic Study status report

f.        San Pablo Avenue “green,” affordable, infill housing project

h.       Countywide meeting re:  Bay Area Vision/FOCUS sponsored by ABAG, MTC, and BAAQMD – Thursday, April 30th from 7 to 9 pm at the Walnut Creek Council Chambers – NOTE DATE CHANGE

Special Note:  BIKE TO WORK DAY

 

Plans for Bike to Work Day on Thursday, May 17th, are in full swing and posters will be available the first part of April.  All West County cities are invited to host Energizer Stations and Bike to Work Day events, as well as participate in the Team Bike Challenge (TBC).  Brian Libow from the City of San Pablo and Craig Murray from the City of Richmond are spearheading the San Pablo and Richmond TBC teams, and Craig is also working on an event to be held at the Richmond Greenway opening at the end of April.  Staff will be at multiple Earth Day events with posters, handouts, and sign-up forms, as well as at regular monthly meetings of local bike coalitions for informational purposes.  Additionally, coordinating events are currently being held at employer sites throughout West County.  For more information call Nancy Cuneo at 510.215.3035 or visit the website at www.511contracosta.org.
