3.      Minutes, Sign-In Sheet, and Meeting Summary from the April 22, 2005 Meeting – ATTACHMENTS

 

      The minutes, sign-in sheet, and meeting summary from the April 2005 meeting are attached.

 

      Staff Recommendation:    Approve the April 2005 minutes.

 

 

4.   Staff Reports – ATTACHMENTS

 

      Employee Staff Reports from the Managing Director, the Management Assistant, and the Transportation Project Specialist for May are attached.

 

      Staff Recommendation:   Accept the reports.

 

 

5.      WCCTAC FY 05-06 Budget, Dues, and Scope of Work Update

 

_____________________.WCCTAC staff has been making presentations to the member jurisdictions/agencies regarding the WCCTAC FY 05-06 budget, dues and scope of work.  To date, the following meeting presentations have taken place or are scheduled:

      April 13            WestCAT

May 2              City of El Cerrito

      May 3              City of Pinole

      May 16            City of San Pablo

      May 24            City of Hercules

 

No presentation required:  BART (email correspondence received); City of Richmond; Contra Costa County; and AC Transit..

To be determined:  City of Richmond and AC Transit.

 

Comments will be included for the Board’s consideration at the June 24th meeting.

6.   Safe Routes to Transit (SR2T) and Transportation Fund for Clean Air (TFCA) Regional Fund Update - ATTACHMENT

 

The WCCTAC-TAC discussed the SR2T and TFCA grants that are due this summer.  Several jurisdictions and transit agencies are working together on grant applications for SR2T.  WCCTAC staff will be preparing a TFCA Regional Fund application for West County bicycle and pedestrian incentives/public information.  See attached summary from the TAC meeting.  Details on potential applications will be brought to the Board over the next several months.  To receive a copy of the grant application(s), please call Nancy Cuneo at 510.215.3035.

8.            Meeting Date for July/August – 5 minutes

 

ACTION ITEM

 

Typically, the WCCTAC Board meets only once in July/August.  Staff is suggesting the meeting be held on Friday, August 19th, unless Board members would like to suggest an alternate date.

 

Staff Recommendation:   Confirm meeting date on August 19, 2005; or action to be determined by the Board.

 


 

9.            Proposed Casinos in West County – Regional Transportation Impacts – Staff – ATTACHMENTS and VERBAL REPORT – 15 minutes

 

ACTION ITEM

 

On May 19, 2005, County Supervisors Gioia and Uilkema held a third meeting regarding “Mitigation of Off-Reservation Impacts of Tribal Casinos.”  The agenda for the meeting is attached, as well as a Discussion Paper on the cost/scope of the casino projects prepared by County staff and WCCTAC staff.  A verbal report on the meeting will be provided.

10.        West County’s  Strategic Plan Projects and Expenditure Plan Amendment – Staff – ATTACHMENT – 15 minutes

 

ACTION ITEM

 

The Contra Costa Transportation Authority’s (CCTA) 2005 Strategic Plan recommendations – including the substitute projects for the Wildcat Creek Trail Project and the El Cerrito Plaza BART Parking Structure Project – were reviewed and approved by CCTA’s Administration and Projects Committee on and by the CCTA Board in May 5th with little discussion, and will be discussed at the CCTA Board meeting on May 18th..  In June, CCTA will initiate a process to amend the Measure C Expenditure Plan prior to appropriating the funds for the Richmond Transit Village BART Parking Structure and the Hercules Transit Center parking.  The language in the Expenditure Plan currently allows for funding additional parking at BART stations, but not replacement parking or parking lots not served directly by a BART line.

 

The CCTA Board letter from the May 18th agenda packet and Resolutions/letters of support from the WCCTAC member agencies are attached.

11.        Request for Proposals (RFP) for Legal Services – Staff – ATTACHMENT – 10 minutes

Staff is requesting Board review and comment on the RFP for legal services for WCCTAC for FY 05-06.

12.    “Designing With Transit” – AC Transit Staff – ATTACHMENT (Summary) – Full copies will be available at the meeting or in advance of the meeting by calling Lisa Hammon at 510.215.3044 – 15 minutes

 

         Nathan Landau, Senior Transportation Planner at AC Transit, will present highlights of “Designing With Transit.”  There will be a ten-minute presentation followed by five minutes for questions.

13.        TDM Program Update – Linda Young, WCCTAC Transportation Project Specialist – 15 minutes

 

Linda Young will provide information on the following:

 

v     Transition from the Contra Costa Commute Alternative Network (CCCAN) to “511CC.”

v     TDM Projects for FY 05-06.
