3.      Minutes, Sign-In Sheet, and Meeting Summary from the April 28, 2006 Meeting – ATTACHMENTS

 

         The minutes, sign-in sheet, and meeting summary from the April 2006 meeting are attached.

 

         Staff Recommendation:   Approve the April 2006 minutes.

 

 

4.      Staff Reports – ATTACHMENTS

 

         Staff reports from the Managing Director, Management Assistant, and Transportation Project Specialist for May are attached.

     

         Staff Recommendation:  Accept the reports.

 

 

5.      Responses to the Request for Proposals (RFP) for Preparation of the Strategic Plan for the Update to the Subregional Transportation Mitigation Program (STMP) –

 

An RFP for preparation of the STMP Strategic Plan was issued on April 10, 2006.  Responses were due on May 17th and one response was received.  Staff would like to re-issue the RFP, in an attempt to receive more responses.  In order to receive a better response rate, staff is prepared to include the tasks in the RFP as a component of  WCCTAC’s Technical Consultant contract.  Our current Technical Consulting Services contract with TJKM has expired.  An additional update will be provided at the June WCCTAC meeting.

 

Staff Recommendation:    Authorize staff to re-issue the RFP as a component of the Technical Consulting Services RFP.

 

 

6.            Approval for Continuation of Consulting Services with Michael Bernick for the Richmond Transit Village Project in the Amount of $23,000 - ATTACHMENT

 

Michael Bernick has been providing needed services, particularly in the area of additional funding, for the Richmond Transit Village project.  Mr. Bernick’s fees are paid by the Subregional Transportation Mitigation fees for this project, not from WCCTAC Operations.  A scope of work is attached for the next six months.

 

Staff Recommendation:  Approve the continuation of the consultant services with Michael Bernick.

 

 

 

7.      Slides on I-80 in San Pablo and Pinole – ATTACHMENTS

 

The attached newspaper articles and Press Release (in chronological order) are a summary of actions that have taken place since the last WCCTAC Board meeting.  The good news is:  both the San Pablo Dam Road on-ramp to Eastbound I-80 and all of the I-80 travel lanes in Pinole are now open.  Thank you to Caltrans, the West County elected officials, and staff who have been working tirelessly on this issue over the past few weeks.

 

Staff Recommendation:   No recommendation; Board comments/action as appropriate.

 

 

8.      Lifeline Transportation Grants – ATTACHMENT

 

The Board Letter from CCTA’s Technical Coordinating Committee regarding the Lifeline Transportation Program and recommended applications is attached.  Of the four applications submitted for West County programs, two are recommended for funding:  the low-income bus pass program for middle school students and funding for AC Transit’s Line 376.

 

Staff Recommendation:   No recommendation; Board comments/action as appropriate.

 

 

9.            Letter of Support for City of El Cerrito’s Transportation for Livable Communities (TLC) Grant – ATTACHMENT

 

The City of El Cerrito is submitting a TLC grant for streetscape improvements along San Pablo Avenue.  Attached is a letter of support from WCCTAC for the Board’s review and approval.

 

Staff Recommendation:   Authorize staff to send the letter of support.

 

 

10.    Proposed Draft Amendment to the Measure J Expenditure Plan – ATTACHMENT

 

An amendment to the Measure J Expenditure Plan, intended to clarify and further define the requirements for local jurisdiction compliance relative to the Urban Limit Line (ULL) component of Measure J is attached. At issue is the definition of an “Applicable ULL.”  This issue is being discussed at the Contra Costa Transportation Authority. If the WCCTAC members have questions or comments on this issue, please forward them directly to the West County CCTA Representatives – Janet Abelson and/or Maria T. Viramontes.

 

Staff Recommendation:   Review the information and direct comments to West County CCTA representatives no later than May 30th.  Direct staff to notify CCTA that comments on this issue will be via the West County CCTA representatives.

11.    Transit Summit – Verbal Report – Staff – ATTACHMENT/HANDOUT – 10 minutes

 

         The “Go I-80” Transit Summit took place on Thursday, May 11th.  There was a good turn-out from both youth and adults; much information distributed at the “Information Fair;” and interesting speeches from the youth and from Meeky Blizzard, the keynote speaker.  A summary of organizations and agencies represented is attached.  Two articles on the transit summit are in the current issue of the WCCTAC Informer newsletter, scheduled to be mailed on May 19th.  Staff will provide a brief verbal report at the meeting. 

 

         Staff Recommendation:   Board discussion and action as appropriate.

 

 

12.    Update on the Subregional Transportation Mitigation Fee (STMP) Program  –VERBAL REPORT AND HANDOUT – 30 minutes

 

As of the mailing date of this packet, staff and WCCTAC Counsel are still negotiating with Contra Costa County on final changes to the Cooperative Agreement.  Staff is anticipating emailing the latest version of the document to the member agency staff/legal counsels by Monday, May 22nd.  Any final comments should be directed to WCCTAC staff by close of business on Thursday, May 25th so that any remaining comments/issues can be discussed by the WCCTAC Board.

 

Staff/TAC Recommendation:   Distribute the Cooperative Agreement, STMP Update Report, and Model Ordinance to the Cities, County, and CCTA for approval/adoption.

 

 

13.        Letter to CCTA Regarding Funding for the San Pablo Avenue Corridor Operations and Maintenance – Staff – ATTACHMENT – 10 minutes

 

CCTA has prepared a draft budget for FY 06-07.  For the past two years, the San Pablo Avenue Corridor Operations and Maintenance costs for all participating agencies (including CCTA) have been requested to be included.  The attached letter requests CCTA participation in the Operations and Maintenance funding, and background documents are attached.  [Note:  San Pablo Avenue O & M costs attributable to the WCCTAC member jurisdictions have been added to the WCCTAC dues and then transmitted to the Alameda Congestion Management Agency (the lead agency on the San Pablo Avenue Corridor project) for the past two years.]

 

Staff/TAC Recommendation:   Discussion and comment on the draft letter; direct staff to finalize and send the letter to CCTA.

 

 

14.        Confirm Date for Combined July/August Meeting – Staff – 5 minutes

 

         Typically, the July and August WCCTAC meetings are combined into one meeting.  The following is the proposed schedule for WCCTAC Board meetings for the next several months:

                  September 29

 

Staff/TAC Recommendation:   Review and approve the meeting schedule above.
