4. Minutes, Sign-In Sheet, and Meeting Summary from the May 27, 2005 Meeting – ATTACHMENTS
The minutes, sign-in sheet, and meeting summary from the May 2005 meeting are attached.
Staff Recommendation: Approve the May 2005 minutes.
5. Staff Reports – ATTACHMENTS
Employee Staff Reports from the Managing Director, the Management Assistant, and the Transportation Project Specialist for June are attached.
Staff Recommendation: Accept the reports.
6. Safe Routes to Transit (SR2T), Transportation Fund for Clean Air (TFCA) Regional Fund, and Bay Trail Funding Update – Call Nancy Cuneo for copies of the grant applications (510.215.3035)
The following grants are due in the near future. These grants have been discussed by the WCCTAC-TAC and are being monitored by staff.
Safe Routes to Transit – Deadline: July 29th
Transportation Fund for Clean Air – Deadline: June 30th (4 pm)
Bay Trail Grant – Deadline: Grant applications can be submitted now; program is open until all funds are allocated. Construction must be complete by 6.30.07.
Staff Recommendation: No recommendation; for information only.
7. Consulting Services for FY 05-06 with Michael Bernick for the Richmond Intermodal Station/Transit Village Project (STMP Fee-Funded) – ATTACHMENT
Staff prepared the attached scope of work for FY 05-06 for Mr. Bernick’s services. Funding for these consulting services are from the STMP fees for the Richmond Intermodal Station project.
Staff Recommendation: Approve the scope of work for FY 05-06 in an amount not to exceed $45,000.
8. Measure C Expenditure Plan Amendment for the Richmond Transit Village Parking Structure and the Hercules Transit Center Park & Ride Lot – ATTACHMENT
The CCTA Board Letter regarding the Measure C Expenditure Plan Amendment to include the West County replacement projects for the El Cerrito BART Parking Structure Project (the Richmond Transit Village Parking Structure and the Hercules Transit Center Park & Ride Lot) is attached.
Staff Recommendation: No recommendation; for information only.
9. Transportation Fund for Clean Air (TFCA) – 60% Funds – West County Bicycle/Pedestrian Project Resolution of Support – ATTACHMENT
Attached is Resolution 05-04 supporting WCCTAC’s TFCA application for a West County-wide bicycle/pedestrian project.
Staff Recommendation: Approve the Resolution and submittal of the application to the Bay Area Air Quality Management District.

10. Election of the Following Officers: (a) WCCTAC Chair and (b) WCCTAC Vice Chair – Staff and Chair – 10 minutes
ACTION ITEM
a. WCCTAC Chair – The Board will need to elect a Chairperson as Chair Penn will be relocating to Michigan and leaving the Richmond City Council (and WCCTAC).
b. WCCTAC Vice Chair – The Board will need to elect/reappoint a Vice Chair. Current Vice Chair is Sharon Brown (elected in January 2005)
Background: Previous WCCTAC Chairpersons – in order of most recent – include: Mindell Penn (Richmond), Kris Valstad (Hercules), Janet Abelson (El Cerrito), John Marquez (Richmond), Maria Alegria (Pinole), Irma Anderson (Richmond), Lloyd Wagstaff (Hercules), and Cathie Kosel (El Cerrito). While there are no formal policies regarding these appointments, they generally rotate among the jurisdictions and Board of Supervisors representatives, and generally WCCTAC members with at least one year of tenure are appointed.
Staff Recommendation: No recommendation; Board action as appropriate.
11. WCCTAC Budget, Dues, Scope of Work, and Employment Agreements for FY 05-06 – Staff – SEPARATE ATTACHMENT – 20 minutes
ACTION ITEM
The following budget-related items are attached (new/revised documents are highlighted):
1) Comprehensive WCCTAC budget (including comparison to FY 04-05) with minor changes noted since first presented in March 2005;
2) Staff Report with background information and summary of comments received from the member agencies;
3) Summary of TSM projects;
4) Adopting Resolution outlining the dues structure for the member agencies;
5) Accomplishments in relationship to the FY 04-05 Scope of Work;
6) Scope of Work for FY 05-06;
7) Employment Agreements for WCCTAC Staff (copies included for Board members only; others who would like copies may call Lisa Hammon at 510.215.3044).
Staff will highlight the minor changes proposed since March.
Staff Recommendation: Discuss and approve the items; direct staff to: (1) adopt the Resolution; (2) have the Employment Agreements executed; and (3) bill the member agencies for FY 05-06 dues.
12. Railvolution Conference in Salt Lake City, UT (September 8 to 10) – Staff – SEPARATE ATTACHMENT – 10 MINUTES
The WCCTAC budget includes a line item for Board member conference attendance. The Railvolution Conference is an excellent opportunity for continuing education. Two WCCTAC staff members are planning to attend. Staff has summarized the costs in the attached Memorandum and is seeking the Board’s input on members who would like to attend this conference.
Staff Recommendation: No recommendation; Board discussion/action as appropriate.

13. Proposed Casinos in West County – Regional Transportation Impacts – Staff – ATTACHMENTS and VERBAL REPORT – 15 minutes
At the May meeting, the WCCTAC Board directed staff to send a letter to the member agencies requesting input on participation in various levels of studies for the proposed casinos in West County. Staff will provide a verbal report at the meeting, and the member agencies can provide information, as well.
Staff Recommendation: No recommendation; Board action/direction as appropriate.
