3. Minutes,
Sign-In Sheet, and Meeting Summary from the May 26, 2006 Meeting and the May
26, 2006 Special Meeting – ATTACHMENTS
The minutes, sign-in sheet, and meeting summary from the May 2006 meetings are attached.
Staff Recommendation: Approve the May 2006 minutes from the regular meeting and the special meeting.
4. Staff Reports – ATTACHMENTS
Staff reports from the Managing Director, Management Assistant, and Transportation Project Specialist for June are attached.
Staff Recommendation: Accept the reports.
5. Transportation for Livable Communities (TLC) Grant – ATTACHMENT
The Richmond Community Redevelopment Agency and WCCTAC are co-sponsoring a TLC grant entitled “Richmond Downtown Revitalization and Transit Village Project: Bicycle and Pedestrian Linkages and Access Improvements.” Copies of the grant will be available at the meeting.

6. Subregional Transportation Mitigation Fee Program (STMP) Update
The STMP Update
is moving through the City Councils and the Board of Supervisors. Staff is also concurrently working with City

7.
Agreement
for Professional Consulting Services with Dowling Associates for Preparation of
the Strategic Plan for the STMP Projects – ATTACHMENT
Attached is the Agreement with Dowling Associates for preparation of the Strategic Plan for the STMP projects. Funding for this effort will come from the STMP revenues. Two firms responded to the RFP for preparation of the Strategic Plan and both firms were interviewed by a panel consisting of Lisa Hammon and John Rudolph from WCCTAC, and Adele Ho from the City of San Pablo/WCCTAC-TAC. The interview panel unanimously agreed upon Dowling Associates to perform the work.
Staff Recommendation: Authorize the Chair to sign the Agreement in substantially the form presented herein, following the final negotiations and review by WCCTAC’s Legal Counsel.

Agreement – Managing Director (ATTACHMENT for Board Members)
The Managing Director’s Employment Agreement is attached for review and approval.
Staff Recommendation: Authorize the Chair to sign the Agreement.

9. WCCTAC Budget, Dues, and Scope of Work for
FY 06-07 – Staff – SEPARATE ATTACHMENT – 15 minutes
The following budget-related items are attached (new/revised documents are highlighted):
1) Comprehensive WCCTAC budget (including comparison to FY 05-06) with minor changes noted since first presented in March 2006;
2) Staff Report with background information and summary of changes;
3) Summary of TSM projects;
4) Adopting Resolution outlining the dues structure for the member agencies;
5) Accomplishments in relationship to the FY 05-06 Scope of Work; and
6) Scope of Work for FY 06-07.
Staff will
highlight the minor changes proposed since March.
Staff Recommendation: Discuss and approve the items; direct staff to: (1) have the Resolution executed by the Chair; and (2) invoice the member agencies for FY 06-07 dues.
10. Preparation of the Measure J Strategic Plan: Project List and Timeline; Preparation of Related Documents (Growth Management Program, Action Plans, Etc.); Relationship to West County’s STMP Strategic Plan – ATTACHMENTS – 30 minutes
The preparation of the Measure J
Strategic Plan and the STMP Strategic Plan are moving forward simultaneously,
and there is some overlap in the projects.
The Scope of Work and timeline from Dowling Associates for the STMP
Strategic Plan is attached, along with a letter from CCTA Executive Director
Bob McCleary regarding the Measure J Strategic Plan. Additionally, there is a related issue of the
overall work plan for transitioning from Measure C to Measure J. Staff and CCTA Staff will discuss the work
plan and timeline for these efforts in relationship to the Strategic Plans and
other

re-convening the Standing Committee that worked on the Measure C

State Bonds
for Transportation Projects – Discussion of: (a) Funding Categories and Potential
Projects; and (b) Letter of Support from WCCTAC – Staff – ATTACHMENTS – 20

Funding Categories and Potential Projects – The
attached Staff Report (in addition to the Memorandum from MTC’s Executive
Director and the information from Smith, Watts, & Company) describes the
categories in the potential bond issue and the information in the companion
measure that limits the transfer of gasoline sales tax revenue. Staff attended a Joint Work Session sponsored
by the

Letter of Support from WCCTAC – As requested by the Board at last month’s meeting, a draft letter of support for both Proposition 1A – the limit of transfers of gasoline sales tax revenue to transportation accounts; and Proposition 1B – $19.9 billion general obligation bonds for transportation and transportation-related projects, is attached.

Parkway – Request for Advance Funding from Measure J – Staff and City of

Per the Contra
Costa Transportation Authority’s newly-adopted policy on “Advancement of
Measure J Project Development Work for Capital Projects (attached),” the
request for advance funds for a Project Study Report for upgrades to the
