3.      Minutes, Sign-In Sheet, and Meeting Summary from the June 30, 2006 Meeting  – ATTACHMENTS

 

         The minutes, sign-in sheet, and meeting summary from the June 2006 meetings are attached.

 

         Staff Recommendation:   Approve the June 2006 minutes from the regular meeting and the special meeting.

 

 

4.      Staff Reports – ATTACHMENTS

 

         Staff reports from the Managing Director, Management Assistant, and Transportation Project Specialist for July are attached.

     

         Staff Recommendation:  Accept the reports.

 

 

5.      Proposed Amendments to the Measure J Urban Limit Line (ULL) Provisions – ATTACHMENT

 

In June, the Contra Costa Transportation Authority voted to re-circulate the ULL provisions to the local jurisdictions and Regional Transportation Planning Committees.  The information is attached and comments are due back to CCTA by October 31, 2006.

 

Staff Recommendation:    Comment by local jurisdictions by October 31, 2006 and/or forward comments to the WCCTAC CCTA representatives – Janet Abelson and Maria Viramontes.

6.      Street WISE Elected Officials Forum and Other Information – Contra Costa Health Services Staff – POSSIBLE HANDOUT – 10 minutes

 

Contra Costa Health Services Staff will present information on the Street WISE elected officials forum to be held in the Fall.  Staff is requesting feedback from the Board on the date and content of the forum.  Other pertinent information about the Street WISE program will also be presented.

 

Staff Recommendation:   Discussion and action as appropriate.

 

 

7.      Preparation of the Measure J Strategic Plan and the Subregional Transportation Mitigation Fee Program (STMP) Strategic Plan – Staff – ATTACHMENTS and HANDOUT(S) – 40 minutes

 

a.                         A table with the adoption dates of the updated STMP fees for the West County cities/county will be distributed at the meeting.

b.                        At the July 25th meeting, the TAC will discuss the Project Fact Sheets, prioritization criteria, hybrid projects, and other issues related to the Measure J and STMP Strategic Plans.  Since the TAC meeting is three days prior to the Board meeting, a verbal presentation summarizing the TAC discussion (and potential recommendations for the Board to consider) will be made.  Additionally, handouts may be distributed.

c.                         Background materials and information from the TAC packet are attached.

d.                        Discuss the need for a Board Subcommittee.

 

Staff/TAC Recommendation:   Board discussion and action as appropriate.

 

 

8.            State Bonds for Transportation Projects – Verbal Report and Final Letter of Support from WCCTAC – Staff – ATTACHMENT and POSSIBLE HANDOUT – 10 minutes

 

Staff attended the California Transportation Commission Corridor Mobility Improvement Account Guidelines Work Group meeting in Sacramento on July 14th and will provide a verbal report for information and discussion.

 

The final letter of support for the transportation bond to Senator Perata is attached (this was a follow-up item from the June meeting).

 

Staff/TAC Recommendation:   Board discussion and action as appropriate.

 

 

9.            Initial Discussion of High Occupancy/Toll (HOT) Lanes – Staff – ATTACHMENT – 10 minutes

 

In 2002, the Metropolitan Transportation Commission (MTC) prepared a High-Occupancy-Vehicle Lane (HOV) Master Plan Update for the San Francisco Bay Area.  The Update found that some HOV lanes were underutilized.  The Regional Transportation Plan identifies HOT lanes as one method for increasing the utilization of HOV lanes.  State legislation in 2004 allowed HOT demonstration projects to be constructed on I-680 over the Sunol Grade and on two corridors (to be determined) in Santa Clara County.

 

A “Frequently Asked Questions” document on HOT lanes from the MTC website is attached, along with a brief summary of the 2002 HOV lane study.  Color copies of the proposed San Francisco Bay Area HOT network (showing I-80 through West County on the HOT Network Tier 1) will be distributed at the meeting.

 

MTC staff will be invited to this meeting or the August meeting to provide further information on the HOT lane demonstration project in the Bay Area and to answer questions.
