3.      Minutes, Sign-In Sheet, and Meeting Summary from the October 29, 2004 Meeting –ATTACHMENTS

 

      The minutes, sign-in sheet, and meeting summary from the October 2004 meeting are attached.

 

      Staff Recommendation:    Approve the October 2004 minutes.

 

 

4.   Staff Reports – ATTACHMENTS

 

      Employee Staff Reports from the Managing Director, the Management Assistant, and the Transportation Project Specialist for November are attached.

 

      Staff Recommendation:   Accept the reports.

 

 

5.   Cooperative Agreement Between WCCTAC and CCTA for FY 04-05 Transportation Fund for Clean Air (TFCA) and Measure C Projects/Funds – SEPARATE ATTACHMENT FOR BOARD MEMBERS ONLY

 

      Annually, WCCTAC and CCTA sign a Cooperative Agreement for the TFCA and Measure C project/funds.  The FY 04-05 projects were approved previously and include:  the Countywide Guaranteed Ride Home Program, the Employer Based Trip Reduction Program, and the I-80 Corridor Transit Incentive Project.  The Cooperative Agreement is attached for Board Members only.

      Staff Recommendation:    Upon approval by WCCTAC’s advising attorney, authorize the Chair to sign the Agreement.

 

 

6.      Amendment #1 to the Professional Consultant Services Agreement with Summer Brenner - ATTACHMENT

 

Attached is Amendment #1 to the Professional Consultant Services Agreement between WCCTAC and Summer Brenner which extends the contract for one year to December 31, 2005.  All other terms and conditions remain the same.

 

Staff  Recommendation:  Upon approval by WCCTAC’s advising attorney, authorize the Chair to sign the Amendment.

 


 

7.      Lease Agreement Between WCCTAC and the City of San Pablo – ATTACHMENT

 

The City of San Pablo has requested that WCCTAC enter into a Lease Agreement (formerly a Service Agreement). 

 

Staff Recommendation:   Upon approval by WCCTAC’s advising attorney, authorize the Chair to sign the Lease.

 

 

8.      Low-Income Flexible Transportation (LIFT) Program Grants – ATTACHMENT

 

Attached is the proposed list of projects for LIFT funding.  The list includes the following projects in West Contra Costa County:  (1) Neighborhood House of North Richmond - bus benches and a transportation coordinator; and (2) WestCAT - new fixed route service to Contra Costa College.

 

Staff Recommendation:    No recommendation; for information only.

 

 

9.      WCCTAC Financial Statements for FY 03-04 and Memorandum on Internal Control Structure – ATTACHMENT (MEMO FROM OCTOBER 2004 BOARD MEETING)/SEPARATE ATTACHMENT (FINANCIAL STATEMENTS) FOR BOARD MEMBERS

 

Maze and Associates prepared the Financial Statements for FY 03-04 and the Memorandum on Internal Control Structure.  The documents are attached for Board members only.   The Memorandum regarding financial issues from the October 2004 Board meeting is attached for reference/background.

Staff Recommendation:   Accept the Financial Statements and Memorandum on Internal Control Structure.

 

 

10.  Agenda Items for January 2005 Meeting

 

ü      Update and/or action on the Subregional Transportation Mitigation Fee Program.

ü      Reappoint or elect a new WCCTAC Chair and Vice Chair.

ü      Reappoint or elect a new representative for the “odd-year” CCTA representative position (February 1, 2005 to January 31, 2007).

ü      WCCTAC Internship Program.

ü      Approval of the revised West County model.

ü      Workshop on “Form Based Codes” following the Board meeting.

11.        Summary of Richmond Intermodal Station/Transit Village Agreements and Approval of Agreements for Professional Consultant Services with VBN Architects and MACK5 – Staff – ATTACHMENT – 15 minutes

 

ACTION ITEM

 

The attached Memorandum provides information on the current consultant contracts for the Richmond Intermodal Station/Transit Village project. 

 

         Staff Recommendation:   (1) Receive the summary of open contracts for the Richmond Intermodal Station/Transit Village; and (2) following approval by WCCTAC’s advising attorney, authorize the Chair to sign the agreements with VBN Architects and MACK5.

 

 

 

INFORMATION ITEMS:

 

 

12.    Update on the Hercules Transit Center Relocation – Steve Lawton, Community Development Director, City of Hercules – ATTACHMENTS – 15 minutes

 

Steve Lawton from the City of Hercules will provide a ten-minute overview of the Hercules Transit Center Relocation and there will be five minutes for questions.  Two documents are attached for background:  (1) Memorandum of Understanding between BART and the Redevelopment Agency of the City of Hercules; and (2) site maps of the location.

 

         Staff Recommendation:   No recommendation; for information only at this time.

 

 

13.        Parchester Village Elementary School Bus Service – Staff – ATTACHMENT and VERBAL REPORT– 10 minutes

 

Current information:  (A)  The LIFT grant was not successful; and (B) The Parchester elementary school bus is funded by a private, anonymous donor through December.

 

At the meeting, staff will provide a further verbal report on fundraising activities as well as other options for the Parchester Village elementary school bus.

 

         Staff Recommendation:  No recommendation; for information only.
