      At this time, the public is welcome to address the WCCTAC on any item which does not otherwise appear on the agenda.  With a full agenda, comments may be limited to three minutes per speaker.  Speakers shall follow the rules of common courtesy and decorum.

3.      Minutes, Sign-In Sheet, and Meeting Summary from the October 28, 2005 Meet-ing – ATTACHMENTS

 

         The minutes, sign-in sheet, and meeting summary from the October 2005 meeting are attached.

 

         Staff Recommendation:   Approve the October 2005 minutes.

 

 

4.      Staff Reports – ATTACHMENTS

 

Employee Staff Reports from the Managing Director, the Management Assistant, and the Transportation Project Specialist for November are attached.

 

         Staff Recommendation:  Accept the reports.

 

 

5.      Copy Machine Lease – ATTACHMENT

 

         The current copy machine lease with Xerox expires on March 1, 2006.  Nancy Cuneo has researched various copy machines and went to local businesses where the machines were installed to compare the features.  Staff is recommending that WCCTAC lease a new Xerox Model WCP255 copy machine for sixty months (five years) at a monthly rate of $472.64 which includes maintenance and supplies, and up to 10,000 copies per month (additional copies are charged at a rate of $.006 per copy).  This is a savings of $161.17 per month over the current monthly lease rate.

 

Staff Recommendation:   Authorize the Managing Director to sign the Lease Agreement with Xerox in substantially the same form as present herein following review and approval by WCCTAC’s attorney.

 

 

6.            Invoices Over $10,000 – ATTACHMENT

 

a.            Valerie Brock Consulting - $10,318.75 – for print and electronic employer survey development and reports (Fund Source – TFCA Employer Program).

 

Staff Recommendation:   For information only.

 

 

7.            Amendment #1 to the Purchase of Services Contract with Yellow Cab for the Guaranteed Ride Home Taxi Service - ATTACHMENT

 

         Amendment #1 with Yellow Cab adds a section related to Diversity Training for the Yellow Cab drivers in Section 17 - “Nondiscrimination – Contractor.”

 

Staff Recommendation:  Authorize the Chair to sign the Amendment in substantially the same form as presented herein, following review and approval by WCCTAC’s attorney.

 

 

8.            Update on the Subregional Transportation Mitigation Fee (STMP) Program and Presentations to the City Councils and Board of Supervisors

 

Staff is scheduled to make presentations regarding the updated STMP – Developer Fee Program – as follows: 

 

El Cerrito City Council – November 21

Pinole City Council – December 6

Hercules City Council – December 12

San Pablo City Council – January 9, 2006

Richmond City Council – working with staff to schedule

Contra Costa County Board of Supervisors – working with staff to schedule

9.      WCCTAC Mission Statement – Staff  – ATTACHMENT – 10 minutes

 

       At the Staff Retreat held a few months ago, staff developed the attached draft WCCTAC Mission Statement which reads:

 

         The Mission of the West Contra Costa Transportation Advisory Committee is: “To address the complex and multifaceted transportation needs of West Contra Costa County by providing leadership, vision, and public policy development to create a comprehensive and cohesive transportation network that meets the present and future goals of the community.”

 

         WCCTAC has not developed a Mission Statement since its inception in 1991.  Staff is seeking the Board’s comments regarding the draft WCCTAC Mission Statement.

 

Staff Recommendation:   No recommendation; Board discussion and action as appropriate.

 

 

10.        Presentation of the FY 04-05 Annual Report by the 511 Contra Costa Staff – SEPARATE ATTACHMENT – 20 minutes

 

Linda Young, Transportation Project Specialist, and the 511 Contra Costa Staff from TRANSPAC/TRANSPLAN (Lynn Osborn), and SWAT (Lisa Bobadilla) will present the FY 04-05 Annual Report for the 511 Contra Costa program.

 

Staff Recommendation:   Discussion and questions by the Board; accept the FY 04-05 Annual Report.

 

 

11.        “Walk and Roll West County” – Nancy Baer, Contra Costa County – ATTACHMENT – 15 minutes

 

         Nancy Baer (Injury Prevention and Physical Activity Promotion Projects – Contra Costa Health Services) will introduce a new project (“Walk and Roll West County”) that is designed to bring walking and bicycling planning tools into West County.  Nancy will introduce the project (funded with grant money), consisting of a workshop series, a “white paper” on the health impacts of the built environment, and a forum involving elected officials.  Nancy is seeking input from the Board.  The TAC discussed the project at the November 10th meeting and provided feedback on the Work Scope.

 

Staff Recommendation:  Provide comments and direction regarding the project; other action as appropriate.

 

 

12.        Update on Ferry Service in West County – Steve Castleberry, Executive Director of the Water Transit Authority – SEPARATE ATTACHMENT – 15 minutes

 

Steve Castleberry will provide an update on a recently-completed study in Richmond:  “Richmond Ferry Terminal Site Analysis” and other items that may be of interest to the Board.  The “Summary Report” is attached (Separate Attachment).

 

Staff Recommendation:  Discussion and questions by the Board; action as appropriate.

 

 

13.        Update on the Low-Income Flexible Transportation (LIFT) Grant Implementa-tion – Neighborhood House of North Richmond Staff Members Jannat Muhammad and Fred Jackson – HANDOUT – 15 minutes

 

Jannat Muhammad will discuss the overall project and the Transportation Center, and Fred Jackson will provide an update on the Bus Bench Program.

 

Staff Recommendation:  Discussion and questions by the Board; action as appropriate.
