RE: SUMMARY OF THE JANUARY 11TH TAC MEETING
The following is a summary of the January 11th WCCTAC-TAC meeting:
1. STMP (“Developer Fees”) Strategic Plan – The TAC was requested to forward comments on the draft Strategic Plan text to staff. Comments have been received by four TAC members so far. The primary discussion item was the project financing. The issue is working capital (see attached handout from the meeting) – virtually all of the project sponsors have requested the STMP funds in the first eight to ten years of the program, thus creating deficits in necessary funding. Staff is researching funding mechanisms. The TAC suggested a meeting with the Finance Directors and bond counsel to “flush out” details of available funding sources. The TAC also suggested that staff prepare a graph showing the fund revenues vs. the project needs (expenditures) on a year-by-year basis. It was also suggested that on the STMP spreadsheets, that a column be added that shows the program revenues and expenditures from 2015 to 2036 (the end of the program).
2. Action Plan Work Program – Martin Engelmann from CCTA presented information on the Action Plan work program. The Statement of Qualifications from consultants is due January 19th. Once the SOQ’s are reviewed and a list of consultants prepared, the Regional Transportation Planning Committees can select a consultant (with funding provided by the Authority at approximately $100,000 per region) to start the Action Plan update process which is anticipated to take one year. A separate consultant will be hired for modeling. The Actions Plans need to be completed by March 2008 to tie into the update of the Countywide Transportation Plan. Simultaneously, the Countywide Bicycle and Pedestrian Plan will be updated, that will feed into the update of the Countywide Plan. All of these efforts will advise the MTC Regional Transportation Plan (RTP) update. There will be a public outreach component of the Action Plan updates.
3. Model Growth Management Element – Martin Engelmann highlighted the differences between the Measure C GMP and the Measure J GMP and advised the local jurisdiction staff to provide comments by February 9th.
4. Project Updates
a. Staff is working with the Sheriff’s Office and local police chiefs on a model taxi ordinance. Several taxi safety components are moving forward.

c. Nancy Baer asked for feedback via email on the last two StreetWISE workshop ideas and also announced the date of the elected officials’ forum (April 6th).
d. Bicycle/Pedestrian Issues – a separate West County Bike/Ped Plan will not be prepared at this time. Bicycle/pedestrian issues and projects will be incorporated into the Action Plan and Countywide Bike/Ped Plan updates.
e. The
bus bench program with youth art is moving forward (Neighborhood House of N.
Richmond is the sponsor) and it is likely the benches will be installed in the

g. STIP augmentation and Call for Projects information from CCTA was distributed.
h. Linda Young presented transit incentive information and the library/literacy/read to your kids program.
