RE:                   SUMMARY OF THE MARCH 20TH TAC MEETING

 

The following is a summary of today’s WCCTAC-TAC meeting:

 

1.                  Subregional Transportation Mitigation Fee Program – Staff provided a verbal report on: (1) Project Financing – four proposals were received in response to the RFP.  A review committee will be set up to review the proposals and ultimately to make a recommendation to the WCCTAC Board in April.  (2) A draft of the Interim Strategic Plan (to be included with a detailed Staff Report and Resolution) will be brought to the WCCTAC Board this month.  The Interim Strategic Plan will prioritize funding for three projects requesting funds in FY 06-07.

2.                  West County Action Plan Update – Martin Engelmann from CCTA gave a brief overview of the history of the Action Plans (attached) and staff from Kimley-Horn (Paul Krupka and Mike Mowery) presented an outline of the process, scope of work, and timeline (attached).  The TAC will review pertinent information relative to the Action Plan Update through the end of the year (when final adoption is expected).  Currently, TAC members should comment to Lisa Hammon via email or phone on the Scope of Work or on any projects that should be taken into consideration that have come on-line since the 2000 Action Plan Update.

3.                  Safe Routes to Transit Call for Projects – The application and scoring criteria were available as handouts.  The deadline is April 3, 2007.  The TAC discussed several project ideas and staff requested that the project sponsors request letters of support as soon as feasible.

4.                  Project Updates

a.       The Taxi Summit scope may be revised.  Staff presented an innovative idea from New York City: a taxi with artwork designed by school children.  The artwork is on magnetic panels that attach to the taxi.

b.      The next StreetWISE workshop and the Forum for elected officials, etc. were discussed by Shannon Ladner-Beasley from Contra Costa Health Services.

c.       Bicycle/Pedestrian Issues – West County folks interested in providing input to the update of the Countywide Bicycle/Pedestrian Plan should contact John Rudolph.

d.      The bus bench program with youth art and the West County bus shelter program are on hold pending discussions with higher-ups at Lamar Transit Advertising.

e.       The Casino Traffic Study group will be convened later this Spring to discuss the draft report (including the information from ECONorthwest).

f.        I-80 and SMART Corridors Operations and Maintenance funding sub-committee meets on a regular basis.  The I-80 Integrated Corridor Mobility project was approved for funding by the CTC, but $8.1 M in project development costs will need to be funded locally.  In addition, costs for the local improvements will be submitted for funding in a separate infrastructure bond category for ITS improvements.  This item will be discussed by the WCCTAC Board at the March 30th meeting.

g.       San Pablo Avenue “green,” affordable, infill housing project – Staff met with staff at the Community Housing Development Corporation of North Richmond’s (CHDC) to discuss the project and specific financing issues.

h.       Climate Change issues – two meetings were held at MTC regarding this issue and staff will monitor how transportation fits into the Climate Change picture.

i.         Linda Young presented the artwork for the “Read and Ride” promotion which was enthusiastically received by the TAC.

j.        Information was in the packet regarding the Bay Area Vision/FOCUS meeting on March 29th.

k.      Information on various aspects of the Proposition 1C bonds was distributed.
