RE:             SUMMARY OF THE JUNE 21ST TAC MEETING

 

The following is a summary of the June 21st WCCTAC-TAC meeting:

 

1.                   West County Action Plan Update – Michael Mowery and Paul Krupka, Kimley-Horn Associates (KHA), reviewed their Memorandum of 13 June 2007, which outlined the current status of the Traffic Service Objectives (TSOs) in the 2007  Action Plan Update.  Members of the TAC offered perspectives and commentary to KHA on the methodology and data included both in the TSOs that apply county-wide and on the TSOs that are special to West County (managing impacts of growth, local circulation, transit performance, etc.).  Members of the TAC discussed what format the Action Plan Update should take.  A map that might be displayed on a technician’s wall, based on KHA’s O-D analysis for Caltrans District 6, may be suitable for an Executive Summary.  A combination of text and graphics, with a time-line of improvements and investments, may be suitable for each of the TSOs within the text of the Action Plan itself. 

2.                   Applications for FOCUS Priority Development Area Designation – Staff distributed a draft PDA application for the San Pablo Avenue Corridor, and asked for TAC assistance in the following areas: review of types of zoning in each TAC member’s jurisdiction, review of language in the narrative section of the application, and review of infrastructure costs for proposed budgets.  Matt Kelly, CCTA staff, volunteered to produce a GIS map for WCCTAC of the San Pablo Avenue Corridor and the proposed “nodes” for PDA designation.  June 29 is the deadline for PDA applications to ABAG.

3.                   I-80 Integrated Corridor Mobility Project – John presented an outline of some components of the I-80 ITS project, in anticipation of a similar presentation to the WCCTAC Board on June 22.  Members of the TAC offered perspective on the project, and commented on some of the elements.

4.                   Project Updates – Verbal reports were provided by staff and TAC members.  One item not included in the packet asks TAC members to complete the survey of forecasted growth and fee revenues for the Subregional Transportation Mitigation Fee Program (“STMP”) or Developer Impact Fees (“DIF”). 

 

The next TAC meeting will be on Thursday, August 9, 2007 at 9:00am
