3.            Minutes, Sign-In Sheet, and Meeting Summary from the January 26, 2007

         The minutes, sign-in sheet, and meeting summary from the January 2007 meeting are attached.

 

         Staff Recommendation:   Approve the January 2007 minutes.

 

 

4.      Staff Reports – ATTACHMENTS

 

Staff reports from the Managing Director, Management Assistant, and Transportation Project Specialist for February and March are attached.

     

         Staff Recommendation:  Accept the reports.

 

 

5.      City of San Pablo Finance Department Fiscal Responsibilities Related to WCCTAC – ATTACHMENT

 

With the addition of the Subregional Transportation Mitigation Fee (STMP) oversight responsibilities, the City of San Pablo Finance Department now has numerous fiscal tasks related to WCCTAC.  A summary of those tasks and the timeline for preparation of various reports is attached. 

 

Staff Recommendation:    Accept the summary of tasks for the San Pablo Finance Department; and/or action as appropriate.

 

 

6.      Draft Scope of Work and Timeline for the West County Action Plan Update – ATTACHMENT

 

As reported previously, all of the Regional Transportation Planning Committee Action Plans will be updated.  Kimley Horn and Associates – with funding from CCTA – is starting the process to update the West County Action Plan.  Attached is the draft Scope of Work and timeline for the Action Plan Update.  In the initial stages of the update, Kimley Horn and Associates will primarily be working with the WCCTAC Technical Advisory Committee.  At certain milestone dates, information will be brought to the WCCTAC Board for review and/or approval.

 

Staff Recommendation:   Accept the draft Scope of Work for the Action Plan Update; and/or action as appropriate.

 

 

7.            Follow-Up Items from the January WCCTAC Meeting – ATTACHMENT

 

a.                        Response from Caltrans District 4 Director Regarding the I-80/Willow Avenue Off-Ramp – In January, the WCCTAC Board authorized sending the attached letter to Caltrans regarding the I-80/Willow Avenue off-ramp.  Attached is a letter from Bijan Sartipi, Caltrans District 4 Director, with agreement in concept for a crosswalk in the vicinity and a staff person to contact for further coordination.  Staff will be working with Caltrans and other affected parties on resolution to this issue.

b.                        Interest Rate on CALPERS Unfunded Liability – The interest rate has been lowered by the City of San Pablo from 7.75% to 5.129%.

c.                         I-580 Bicycle Accident – The letter to Caltrans requesting a physical barrier is attached.  Additionally, a committee has been meeting to discuss bicycle access on the Richmond-San Rafael Bridge and a presentation will be scheduled for a later WCCTAC Board meeting.

d.                        Proposition 1C – Attached is recent information from the Department of Housing and Community Development (HCD) on the Proposition 1C bonds.

 

Staff Recommendation:    Accept the updates; and/or action as appropriate.

 

 

8.            “Planning Communities:  What’s Health Got To Do With It?” – ATTACHMENT

9.            CCTA Technical Coordinating Committee (TCC) Appointments – ATTACHMENT

Three representatives from the WCCTAC-TAC are appointed to the CCTA TCC for two-year terms.  Currently, Jerry Bradshaw (El Cerrito), Lisa Hammon (WCCTAC), and Adele Ho (San Pablo) serve on the TCC.  The terms expire March 31, 2007.

 

Staff Recommendation:  Direct the WCCTAC-TAC to appoint or reappoint three members to the CCTA TCC at the April meeting for the term April 2007 through March 31, 2009, and report the names of the appointees to CCTA and WCCTAC; and/or action as appropriate.

12.        Issues Related to the Subregional Transportation Mitigation Fee Program (STMP or Developer Fees) – Staff  – ATTACHMENT – 20 minutes

 

a.      Response to the Request for Proposals (RFP) for firms to assist with project financing – Four proposals were received in response to the RFP from the following firms:  KNN Public Finance, Piper Jaffray & Co., Public Financial Management, Inc., and Sperry Capital Inc.  Staff, following consultation with the Chair, is recommending that an Ad-Hoc Subcommittee of the Board (two to three Board members) be convened for the purposes of reviewing the proposals, interviewing the firms, making a recommendation to the WCCTAC Board at the April meeting, and any other responsibilities related to the financing of the STMP projects..  The Ad-Hoc Subcommittee may be assisted by staff from the member agencies.

 

b.      Interim STMP Strategic Plan – Attached is a detailed Staff Report, one-page Interim Strategic Plan, and Resolution 07-02 (“WCCTAC Resolution Adopting the Interim Strategic Plan for the Subregional Transportation Mitigation Fee Program (STMP or “Developer Fees”).  Also attached is a proposal from the Ma’at Youth Academy (in cooperation with Assemblywoman Loni Hancock’s Office, the University of California Center for Cities and Schools, and the San Pablo Avenue Working Group) for funding in the San Pablo Avenue Corridor project in the Interim STMP Strategic Plan.

 

         Staff Recommendation:   (a) Appoint the Ad-Hoc Subcommittee for the STMP Financing and direct the Subcommittee to bring a recommendation to the April WCCTAC meeting; and (b) Approve the Interim STMP Strategic Plan including the prioritized list of projects and the funding proposal from the Ma’at Youth Academy, et al.

 

 

13.    I-80 Integrated Corridor Mobility Project and the Corridor Mobility Improvement Account (CMIA) in the State Infrastructure Bond Program– Staff – SEPARATE ATTACHMENT and HANDOUT – 20 minutes

 

  1. I-80 Integrated Corridor Mobility Project (“I-80 ICM”) – Attached is the list of California Transportation Commission (CTC)-approved projects in the Corridor Mobility Improvement Account (CMIA) of the infrastructure bond funding.  Note that the CTC is requiring that $8.1 million of project development costs for the    I-80 ICM be funded by the local agencies.  Staff will discuss: the project in general and potential funding for the first phase of project development, to include the environmental clearance and public outreach/consensus building (See Attached Staff Report).
  2. Presentation by John Rudolph on the components of the I-80 Integrated Corridor Mobility Project (HANDOUT)John Rudolph will present information on the I-80 ICM project components in “layperson’s terms.”

 

Staff Recommendation:   Board discussion and action as appropriate.

 

 

14.    WCCTAC Budget Items:  (1) FY 06-07 Mid-Year Budget Report; and (2) Issues Regarding the FY 07-08 Budget – Staff – ATTACHMENT – 20` minutes

 

(1)   Bradley Ward, WCCTAC Treasurer will present the Mid-Year Budget Report and Recommendations.

(2)   The attached Staff Report outlines current issues with the upcoming budget (and member agency dues) for FY 07-08 relative to: (a) the WCCTAC Scope of Work and projects; (b) less funding from the Transportation Fund for Clean Air vehicle license fees; and (c) the independent analysis of WCCTAC positions and salaries relative to industry standards.

 

Staff Recommendation:   Board discussion and action as appropriate.

 

 

15.    Transportation Demand Management (TDM) Projects – (1) “Read to Your Kids on the Bus” Campaign – Linda Young, Transportation Project Specialist/511 Contra Costa Program Manager;  and (2) “Bike to Work Day 2007” – Nancy Cuneo, WCCTAC Administrative Analyst/2007 Contra Costa Bike to Work Day Coordinator – HANDOUT – 15 minutes

 

Linda Young will present the “Read to Your Kids on the Bus” campaign materials; and Nancy Cuneo will discuss the “Bike to Work Day”, “Team Bike Challenge”, and “Bike Commuter of the Year.”

 

Staff Recommendation:   Board discussion and action as appropriate.
