6.            Amendment #3 to the Consulting Services Agreement Between WCCTAC and VBN Architects, Inc. for Architectural Services Related to the Café Tenant Improvements at the Richmond Intermodal Station Building Construction and Letter Agreement with the Richmond Redevelopment Agency – ATTACHMENTS

 

Amendment #2 adds to the Scope of Services for design and project oversight of the Café Tenant Improvements, extends the term of the Agreement to December 31, 2007, and sets the total amount of fees paid not to exceed $239,985.  All other terms and conditions of the Agreement remain the same.

 

Also attached is a Letter Agreement with the Richmond Redevelopment Agency for funding for the VBN work identified in Amendment #3.

 

Staff Recommendation:    Authorize the Chair to sign the Amendment and the Letter Agreement in substantially the same form as presented herein.

 

 

7.      CCTA Technical Coordinating Committee (TCC) Appointments –

         The WCCTAC-TAC appointed the following members to the CCTA TCC:  Jerry Bradshaw, City of El Cerrito; Lisa Hammon, WCCTAC; and Rich Davidson, City of Richmond.  The alternate is Adele Ho, City of San Pablo.

 

Staff Recommendation:  Report the names of the appointees to CCTA.

11.    “Bike to Work Day 2007” – Nancy Cuneo, WCCTAC Administrative Analyst/2007 Contra Costa Bike to Work Day Coordinator – HANDOUT – 5 minutes

 

         Nancy Cuneo will discuss the “Bike to Work Day,” “Team Bike Challenge,” and “Bike Commuter of the Year.”

 

Staff Recommendation:   Board discussion and action as appropriate.

 

 

12.    Issues Related to the Subregional Transportation Mitigation Fee Program (STMP or Developer Fees) – Staff – 15 minutes

 

Ad Hoc Board Subcommittee Consultant Recommendation – Interviews were held with the following firms on Friday, April 13, 2007:  KNN Public Finance, Piper Jaffray & Co., Public Financial Management, Inc., and Sperry Capital Inc.  The Ad-Hoc Subcommittee of the Board (Maria Alegria and Sharon Brown) along with staff and consultants (Bradley Ward – Finance Director for the City of San Pablo; Richard   Loomis – Finance Director for the City of Pinole; Bryan Otake – Counsel; Michael Bernick – Consultant; and Lisa Hammon) comprised the interview team.  Following the interviews, the team convened and further information/deliberation was required before a recommendation could be forwarded to the WCCTAC Board.  A verbal report will be provided.

 

         Staff Recommendation:   Board discussion and action as appropriate.

 

 

13.    I-80 Integrated Corridor Mobility Project and the Corridor Mobility Improvement Account (CMIA) in the State Infrastructure Bond Program– Staff – HANDOUT – 10 minutes

 

  1. I-80 Integrated Corridor Mobility Project (“I-80 ICM”) – The Contra Costa portion of the first phase of Project Development ($954,000) has been recommended for funding by the Contra Costa Transportation Authority from STIP Augmentation funds.
  2. I-80 ICM Project Components – “Part 2” in a series by John Rudolph.

14.    WCCTAC Budget Items:  Presentation, Issues, and Discussion Regarding the          FY 07-08 Budget – Staff – ATTACHMENTS and SEPARATE ATTACHMENT –  45 minutes

 

At the March meeting, the Board designated an ad-hoc budget subcommittee to meet with the Managing Director and advise the full Board on issues related to the budget.  The committee met twice and its recommendations are incorporated in the attached Staff Report.  In addition, the comprehensive budget is attached (separate attachment).  There are several major budget-related issues for the Board to discuss.

 

Staff Recommendation:   Board discussion and action as appropriate; distribution of the draft budget and related items to the member agencies for review and comment prior to the June 29th WCCTAC Board meeting.
