         The minutes, sign-in sheet, and meeting summary from the May 2007 meeting are attached.

 

         Staff Recommendation:   Approve the May 2007 minutes.

 

 

4.      Staff Reports – ATTACHMENTS

 

Staff reports from the Managing Director, Management Assistant, and Transportation Project Specialist for May are attached.

     

         Staff Recommendation:  Accept the reports.

 

 

5.      Call for Projects – 2008 State Transportation Improvement Program - ATTACHMENT

        

         The Cover Letter to the Call for Projects is attached and the full application is on the CCTA website at www.ccta.net.  

        

Staff Recommendation:   No recommendation; Board action as appropriate.

 

 

6.      Update on the West County Taxi Program

 

(a)                    Richmond Taxi Ordinance – Under the leadership of the Richmond City Attorney’s Office  and the Police Department, the draft Richmond Taxi Ordinance is working its way through the Public Safety Committee to the City Council, and includes a procedure for applying for safety equipment after all city permits and regulatory filings have been completed;

 

(b)                    The City of Richmond’s revised Taxi Ordinance, once adopted, may be a “model” for other West County municipalities toward an eventual, unified West County and/or Contra Costa County taxicab ordinance. 

 

         Staff Recommendation:   No recommendation; Board action as appropriate.

 

 

7.      Update on Financing of Developer Fee Projects – ATTACHMENTS

 

         In order to update the information on West County development in the next fifteen years, Piper Jaffray drafted the attached letter and survey which has been sent to the local jurisdictions.  Further information and analysis will be prepared by Piper Jaffray once the development surveys have been received.

                    

         Staff Recommendation:   Board discussion and action as appropriate.

 

 

8.            Resolution Extending the Managing Director’s Current Employment Agreement through September 28, 2007 or Until a New Employment Agreement is Negotiated  (Whichever is Earlier) – ATTACHMENT

 

The Managing Director’s Employment Agreement (previously submitted for Board member review and approval) is retracted.  Resolution 07-04 extends the current contract through September 28, 2007 or until a new employment agreement is negotiated and goes into effect (whichever is earlier).

 

         Staff Recommendation:   Authorize the Chair to sign Resolution 07-04.

11.        WCCTAC FY 07-08 Budget and Related Items – Staff – SEPARATE ATTACHMENT – 30 minutes

 

The WCCTAC Board received background information and staff’s recommendation at the April 2007 meeting.  Subsequently, staff has been working with the member agencies regarding any issues with the WCCTAC budget, particularly with the proposed increased in member agency dues.

 

The following documents are in the Separate Attachment for this agenda item and include:

 

1.                        Staff Report from April 19, 2007 with background and redline/strikeout of the Board action vs. Budget Subcommittee recommendation.

2.                        Memo regarding WCCTAC dues and STMP (“Developer Impact Fees”) for San Pablo Avenue O & M.

3.                        WCCTAC Comprehensive Budget and TSM Budget.

4.                        Resolution 07-03 Adopting the Budget, Dues Structure, and Related Items.

5.                        WCCTAC Scope of Work for FY 07-08 and “WCCTAC Current and Upcoming Projects/Project Management” and “Meetings that Staff Attend on Behalf of West County.”

6.                        Staff Employment Agreements (Board member packets only[1]) for the Program Manager, Transportation Project Specialist, and Administrative Analyst/Office Manager.

7.                        Letter Agreement with Michael Bernick for continuation of Consulting Services for FY 07-08.

 

         Staff Recommendation:   Discussion; questions for staff.

 

         Action Requested:  (1) approve the FY 07-08 Budget and the Adopting Resolution        (07-03); (2) approve the FY 07-08 Employment Agreements for Nancy Cuneo, John Rudolph, and Linda Young in substantially the same form as attached; (3) approve the Letter Agreement with Michael Bernick; (4) commence hiring process for the Senior Project Administrator; (5) direct staff to invoice the member agencies for the dues; (6) and/or Board action as appropriate.

 

 

12.        Presentation on Trade Corridors by Carolyn Clevenger, MTC – ATTACHMENTS – 20 minutes

 

Carolyn Clevenger, Goods Movement Planner with MTC, will present an update on the   $2 Billion “Trade Corridors” program in Proposition 1B and the related “Air Quality – Trade Corridors” program ($1 Billion).  Both programs require trailer bills which will also be discussed.

 

Staff Recommendation:   Board discussion and action as appropriate.

 

 

13.    I-80 Integrated Corridor Mobility Project in the State Infrastructure Bond Program– Staff – ATTACHMENT – 10 minutes
