      At this time, the public is welcome to address the WCCTAC on any item which does not otherwise appear on the agenda.  With a full agenda, comments may be limited to three minutes per speaker.  Speakers shall follow the rules of common courtesy and decorum.

2.            Minutes, Sign-In Sheet, and Meeting Summary from the June 22, 2007

         Meeting – ATTACHMENTS

 

         The minutes, sign-in sheet, and meeting summary from the June 2007 meeting are attached.

 

         Staff Recommendation:   Approve the June 2007 minutes.

 

 

3.      Staff Reports – ATTACHMENTS

 

Staff reports from the Managing Director, Management Assistant, and Transportation Project Specialist for July/August are attached.

     

         Staff Recommendation:  Accept the reports.

4.      2008 State Transportation Improvement Program Project Applications – Support from the Regional Transportation Planning Committee (WCCTAC) - ATTACHMENT

        

         Seven projects from West Contra Costa were submitted for 2008 STIP funding.  CCTA’s STIP process requires a Letter of Support from the Regional Transportation Planning Committee, which is attached.  Careful review of other each project’s other secured funding sources and timing are requested to be considered during the scoring process.

        

Staff Recommendation:  Authorize the Chair to sign the Letter of Support; and/or Board action as appropriate.

 

 

5.      Resolution of Support for the San Pablo Avenue Corridor FOCUS Priority Development Area (PDA) Application - ATTACHMENT

 

The San Pablo Avenue Corridor FOCUS Priority Development Application was submitted at the end of July.  A Resolution of Support is required from WCCTAC and the member jurisdictions.

 

The WCCTAC Resolution is attached.  Direct staff to request a Resolution of Support from the cities (Contra Costa County has already passed a Resolution of Support).

 

         Staff Recommendation:   Support.

 

 

6.      Consideration and Approval of WCCTAC Executive Director’s Employment Agreement for FY 07-08 (ATTACHMENT in Board Member Packet and available to the public upon request)

 

The Executive Director’s Employment Agreement for FY 07-08 is attached.

 

         Staff Recommendation:   Board action as appropriate.

 

 

7.      Update on the Subregional Transportation Mitigation Fee Program (STMP or “Developer Impact Fees”) Financing

 

Staff and WCCTAC’s Financial Consultant, Piper Jaffray, will be making presentation to the West County Finance Directors and to the West County Mayors and Supervisors Association in late August/early September.  A report to the Board will be on the agenda for the September 28, 2007 meeting.

 

Staff Recommendation:   No recommendation; for information only.

10.    Commendation to Linda Young on her Five-Year Anniversary (August 19, 2007) at WCCTAC – Chair Sharon Brown – 5 minutes

 

         Linda Young, Transportation Project Specialist and 511 Contra Costa Program Manager, will be celebrating her five year anniversary of employment at WCCTAC on August 19, 2007. 

 

         Staff Recommendation:   Offer congratulations and thanks to Ms. Young; and/or action as appropriate.

 

        

11.        Resolution of Congratulations and Thanks to WestCAT on the Transit Agency’s       30 Year Anniversary – Chair Sharon Brown – 5 minutes

 

WestCAT is having its 30 year anniversary!  Chair Brown will present a Resolution to General Manager Charlie Anderson.

 

Staff Recommendation:   Offer congratulations to WestCAT; and/or action as appropriate.

 

 

12.        Upcoming Conference Attendance – Staff – ATTACHMENTS – 10 minutes

 

Three upcoming conferences may be of interest to the WCCTAC Board members.  Staff would like to coordinate the attendance at these conferences in order to stay within the budget.  They are:

 

a.              2007 CalACT “Speed of Life Summit” (climate change, energy dependency, and an aging population) – September 12 to 14 in Long Beach, California.  Registration:  approximately $500.

b.            Rail-volution 2007 (13th annual conference on a broad spectrum of transportation and transit issues) – October 31 to November 3 in Miami, Florida.  Registration:  approximately $550.

c.              Seaside Institute’s “Atlanta on the Cutting Edge: New Models for Growth and Renewal” (best practices in growth and renewal in Atlanta’s neighborhoods and suburbs; case studies) – November 7 to 10 in Atlanta, GA.  Registration: $325 (government rate).

Staff Recommendation:   Discuss Board member conference attendance and other funding sources to cover some of the related costs; and/or action as appropriate.

 

 

13.        Letter to the Contra Costa Transportation Authority Regarding Current Projects, Programs, and Priorities – Staff – ATTACHMENT – 15 minutes

 

In an effort to keep CCTA staff and Board apprised, the attached letter outlines current projects and programs for the West County region.

 

Staff Recommendation:   Board discussion and action as appropriate.

 

 

14.    Regional Rail Presentation – Tom Matoff and BART Staff – SEPARATE ATTACHMENT/HANDOUT – 20 minute presentation and 10 minutes for questions/answers

 

Tom Matoff from the consulting team will present information from the attached “Bay Area Regional Rail Plan Draft Executive Summary (July 24, 2007)”.
