      At this time, the public is welcome to address the WCCTAC on any item which does not otherwise appear on the agenda.  With a full agenda, comments may be limited to three minutes per speaker.  Speakers shall follow the rules of common courtesy and decorum.

2.            Minutes, Sign-In Sheet, and Meeting Summary from the September 28, 2007

         Meeting – ATTACHMENTS

 

         The minutes, sign-in sheet, and meeting summary from the September 2007 meeting are attached.

 

         Staff Recommendation:   Approve the September 2007 minutes.

 

 

3.      Staff Reports – ATTACHMENTS

 

Staff reports from the Executive Director, Program Manager, and Transportation Project Specialist for October are attached. 

     

         Staff Recommendation:  Accept the reports.

 

 

4.      2008 State Transportation Improvement Program Revised Project List – ATTACHMENT

        

         The 2008 STIP applications and ranked list were in the September meeting packet.  The project funding recommendation has been revised and now includes the Project Development costs for the I-80 ICM project in Contra Costa/Alameda.

5.            FOCUS Priority Development Area Applications – ATTACHMENT

 

Attached is a letter from the FOCUS staff regarding the status of the applications submitted for West Contra Costa, including the San Pablo Avenue Corridor application submitted by WCCTAC.

 

Staff Recommendation:  For information only.

 

 

6.      I-80 Integrated Corridor Mobility Project Memorandum of Understanding Between the Alameda County Congestion Management Agency (ACCMA), Contra Costa Transportation Authority (CCTA), and WCCTAC – ATTACHMENT

 

         The attached Memorandum of Understanding between WCCTAC, CCTA, and ACCMA outlines the responsibilities for the project development component of the I-80 ICM project. Additionally, the form of “Resolution of Support” that each local jurisdiction along the corridor will be expected to adopt is attached.  The ACCMA approved the MOU, and the CCTA Administration and Projects Committee and Board reviewed the document this month and will take action in November.

 

Staff Recommendation:  Authorize the Chair to sign the MOU.

 

 

7.            Senior Transportation Project Administrator Update – Staff – 5 minutes

 

After candidate interviews with the Ad Hoc Subcommittee, it was recommended that staff reconsider the options for hiring for this position, including re-opening the recruitment process.

 

Staff Recommendation:     No recommendation; for information only.

 

 

8.            Letter of Support for West Contra Costa Representative to the Bay Area Water Emergency Transportation Authority (WETA) Board of Directors - ATTACHMENT

 

At the September meeting, the Board discussed the importance of having a West Contra Costa representative on the WETA Board.  The attached letter outlines the need and the request to Governor Schwarzenegger who will appoint three members of the WETA (with copies to Senator Perata and Assemblyman Nunez who are also responsible for making an appointment to the WETA).

 

Staff Recommendation:  Authorize the Chair to sign the letter and/or other action as appropriate.

9.      Board Member Comments, Conference/Meeting Reports, and Announcements – 2 minutes per Board Member

 

 

10.        Legal Counsel Comments and Announcements – Up to 5 minutes

 

 

11.        Date for November/December Board Meeting – Staff and Chair – 5 minutes

 

Typically the November and December WCCTAC Board meetings are combined into one meeting.  Staff proposes that the meeting be held on Friday, December 7th.

 

Staff Recommendation:  Review calendars and schedule the meeting.

 

 

12.        Verbal Report on Meeting Regarding the I-80 ICM Project – John Rudolph, WCCTAC Staff – HANDOUT – 10 minutes

 

WCCTAC Staff, Alameda County CMA staff, and consultants held a workshop on October 17th regarding the I-80 Corridor ICM Project.  The purpose of the meeting was to provide further information to the local jurisdiction and agency staff/elected officials on the various components of the project and to answer questions.  John Rudolph will provide a verbal update on the meeting.

 

         Staff Recommendation:   No recommendation; Board action as appropriate.

 

 

13.    Subregional Transportation Mitigation Fee Program (STMP or “Developer Impact Fees”) Project Financing – Staff – SEPARATE MAILING TO BOARD MEMBERS IN ADVANCE OF THE MEETING/HANDOUT – 40 minutes  

 

The Piper Jaffray team provided information to the WCCTAC TAC at the October 11th meeting and will update the WCCTAC Board on recent developments relative to the STMP financing. Additional information will be emailed and mailed to the WCCTAC Board members in advance of the meeting (handouts will be available at the meeting, or, for interested parties, request the document in advance of the meeting by calling WCCTAC Administrative Analyst Nancy Cuneo at 510.215.3035).  Staff and the team will also be available to answer questions.

 

In addition to further information requested by the Board at the September meeting that will be addressed in the Piper Jaffray information, staff is preparing a Staff Report on the policy issues related to the potential financing that will be emailed/sent to the Board in advance of the meeting.  The Board may also want to discuss “Next Steps,” the timeline, and a workshop on this STMP financing.

14.    West Contra Costa Ferry Service – Regional Perspective from the Water Transit Authority and Local Perspective from the Cities of Hercules and Richmond – Staff and Agency/Local Jurisdiction Staff – ATTACHMENT and HANDOUT – 40 minutes

 

Funding for ferry service in West Contra Costa is included in both Measure J and the STMP program.  The purpose of this presentation is to provide a status report on regional and local issues related to the West County ferry service, and to provide updates on the Hercules and Richmond ferry projects.  Presentations will be made by:

 

ü      San Francisco Bay Area Water Transit Authority staff;

ü      City of Hercules Staff; and

ü      City of Richmond/Richmond Community Redevelopment Agency staff.

 

Following the presentations there will be time for Questions and Answers.

 

Staff Recommendation:   No recommendation; Board action as appropriate.

         Incoming:

         Capitol Corridor ridership results for September 2007.

Letter to James Carter re:  Greening Richmond event.

 

         Grant Programs:

         Bay Area Air Quality Management District Climate Protection Grant Program – Applications are due on November 9th.  Handouts will be available at the meeting or go to the Bay Area Air Quality Management District website to download the information (www.baaqmd.gov).
