2.            Public Comment

 

         At this time, the public is welcome to address the TAC on any item which does not otherwise appear on the agenda.  Please fill out a speaker card.  Comments are limited to three minutes per speaker.  Speakers shall follow the rules of common courtesy and decorum.

4.      West County Action Plan Update – Review Comments Submitted Since February 29th Draft and Review New Climate Change Language – SEPARATE ATTACHMENT and SEPARATE MAIL-OUT – Staff and Consultants – Approximately 30 minutes

 

         The TAC will review, comment, and provide input on comments received on the Draft of the West County Action Plan Update.  Comments have been summarized on the attached table.  “Climate Change” language will be emailed for review prior to the meeting.

 

         Please bring the February 29th Circulation Draft Action Plan to the meeting or copies will be available at the meeting.

 

WCCTAC Recommendation:   Yes.

 

 

5.      Project/Legislative/Funding Updates – Staff – ATTACHMENT and POSSIBLE HANDOUTS – 20 minutes

6.            Update on TCIF Funding, Port of Oakland Expansion Plans, and Other Train/Truck Issues Affecting West County – ATTACHMENTS – Staff – 30 minutes

 

As a follow up to the presentation by Carolyn Clevenger at the February Board meeting, and the submittal of projects for the Trade Corridors Improvement Fund, the TAC will discuss the potential benefits and impacts of expanded rail service in West Contra Costa and related topics (truck traffic, mitigations, and next steps), including:

  • Trade Corridors Improvement Fund – background and funding (See Attachments A, B, and C – Port Funding Nomination; TCIF funding recommendation from CTC staff; and letter from Contra Costa County staff).
  • Port of Oakland expansion plans – current status, train/truck balance and potential shift, impacted communities, necessary mitigations, time schedule.
  • Trains -- description of Martinez Subdivision project and Port Expansion (see Attachment D – Northern California Trade Strategy from MTC), affect of Surface Transportation Board ruling on BNSF's use of UP trackage on Port of Oakland plans, establishing a Quiet Zone in San Pablo/Richmond, time frames.
  • Trucks -- parking, North Richmond Truck Route, Commercial Vehicle Operations element of Systems Engineering Management Plan (SEMP).
  • Community, Air Quality, and Environmental Justice Issues -- Project 12898 (see Attachments E and F – Project 12898’s letter to MTC and hand-out from the most recent meeting on the Port of Oakland Rail Expansion Project), Air Resources Board's GM Emission Reduction Program, Contra Costa Environmental Justice (CCEJ).

WCCTAC Recommendation:   Maybe.
