         The minutes, sign-in sheet, and meeting summary from the February 29, 2008 meeting are attached.

 

         Staff Recommendation:   Approve the February 29, 2008 minutes.

 

 

4.      Staff Reports – ATTACHMENTS

 

Staff reports from the Executive Director, Project Managers, and Transportation Project Specialist for March are attached. 

     

         Staff Recommendation:  Accept the reports.

 

 

5.      Update on the Measure J Transit, Paratransit, and Low-Income Student Bus Pass Programs – ATTACHMENTS

 

The Staff Report and related documents provide an update on the West County Measure J Transit, Paratransit, and Low-Income Student Bus Pass Programs.

 

Staff Recommendation:  Accept the Staff Report.

 

 

6.      Update on Low-Income Student Bus Pass Program in Relationship to the Potential AC Transit Fare Increase - ATTACHMENTS

 

The attached Staff Report outlines the recent events related to the low-income student bus pass program and the potential AC Transit fare increase.

 

Staff Recommendation:   No recommendation; for information and Board action as appropriate.

 

 

7.            Amendment #1 to the Memorandum of Understanding Between CCTA, WCCTAC, and ACCMA – Adding Funding for the Preparation of the Traffic Light Synchronization Program (TLSP) Grant – ATTACHMENT

 

Amendment #1 to the MOU between Contra Costa Transportation Authority, WCCTAC, and the Alameda County Congestion Management Agency is attached.  The Amendment confirms the funding provided by each agency for the preparation of the TLSP grant (which will fund the local arterial and transit components of the I-80 ICM project).  WCCTAC already approved funding ($10,000) at the February meeting.

 

Staff Recommendation:    Authorize the Chair to sign the Amendment.

9.            Legal Counsel Comments and Announcements – Up to 5 minutes

 

 

10.        Vision, Goals, and Strategies from the Countywide Comprehensive Transportation Plan – Review and Comment – ATTACHMENTS – 15 minutes

 

In September 2007, WCCTAC reviewed the Countywide Transportation Plan (CTP) “Vision Goals, and Strategies” as part of the CTP Update.  Comments were limited, and CCTA is requesting that the Regional Transportation Planning Committees (RTPCs) re-review this section.  WCCTAC’s original comments (Memo to Brad Beck dated October 1, 2007) and further information on updating the CTP Vision, Goals, and Strategies is included.  Finally, staff’s recommendation for further incorporating WCCTAC’s comments into the drafted language is in the attached Memorandum.

 

         Staff Recommendation:   Review and discuss; Board action as appropriate.

 

 

11.        Appointment of an Alternate to the CCTA Board – Staff and Chair – 5 minutes

 

CCTA Alternate – The Board will need to appoint an alternate to replace Maria Alegria.  The CCTA Alternate serves until replacement/resignation and is the alternate for both WCCTAC CCTA representatives.

 

Note:  According to the WCCTAC Joint Exercise of Powers Agreement (JPA), only the Cities and the County may vote for CCTA Representatives – six votes total (one each – El Cerrito, Hercules, Pinole, Richmond, San Pablo, Contra Costa County); four votes are required for a majority vote.

 

         Staff Recommendation:   No recommendation; Board action as appropriate.

12.        Association of Bay Area Governments (ABAG) Presentation – Staff and ABAG    Staff – ATTACHMENTS and SEPARATE ATTACHMENT (hard copy of PowerPoint) – 45 minutes

 

ABAG staff will make a brief presentation on the region’s land use projections and the impact of linking performance targets to land use within policy assumptions. Those in attendance – WCCTAC Board members and other elected officials – will discuss how performance targets can help local government leaders understand how both regional and local policies are incorporated into the region’s land use projections.

 

Several weeks ago, Janet Abelson and John Gioia hosted a meeting in El Cerrito on this subject that had low attendance.  The discussion at WCCTAC is meant to provide information to the WCCTAC elected officials and other City Council/Board members who may be in attendance.
