6.            Potential West County Casino Projects – ATTACHMENT

 

a.       The “Final Report – Phased Transportation Study for Proposed Urban Casinos in West Contra Costa County” was recently released.  Please call Nancy Cuneo at 510.215.3035 to obtain a copy of the report.

b.      Update on the Point Molate project.

7.      2008 Summer Internship Program – ATTACHMENT

 

The attached Memorandum from Project Manager Joanna Pallock provides an update on the 2008 Summer Internship Program.

8.            Items Over $10,000 – Street Smarts Traffic Safety Education Campaign Activities – ATTACHMENT

 

         This invoice spans FY06-07 and FY07-08, and the expenditures were budgeted in both fiscal years.

9.            CCTA Technical Coordinating Committee (TCC) Representative

 

Each regional committee in Contra Costa has three representatives on the CCTA TCC.  Steve Lawton (City of Hercules) has been selected by the WCCTAC-TAC to take Lisa Hammon’s place on the TCC.  West County’s other representatives are Jerry Bradshaw (El Cerrito) and Rich Davidson (Richmond).  Adele Ho (San Pablo) is the alternate.

 

Staff/TAC Recommendation:    Approve the recommendation and forward contact information to CCTA staff.

 

 

10.        Cooperative Funding Agreement for the Pinole to Hercules Bay Trail Gap Closure between WCCTAC and the East Bay Regional Park District (EBRPD) – ATTACHMENT

 

At the February 29, 2008 meeting, the Board approved an allocation of Subregional Transportation Mitigation Fee Program (STMP) funds from the “Bay Trail Gap Closure” Project for the environmental and geotechnical studies, preliminary design and cost estimate in the amount of $500,000.  This Agreement provides the structure and funding mechanism for the project.

 

Staff Recommendation:  Authorize the Chair to sign the Agreement in substantially the same form as attached pending comments from WCCTAC Counsel and/or EBRPD.

 

 


11.        Funding Announcement – I-80 ICM Project – Funds for Arterial/Transit Components – ATTACHMENT

 

         As noted on page two of the Traffic Light Synchronization Program list of recommended projects (Page 2), the arterial/transit components of the San Pablo Corridor (related to the I-80 ICM project) are recommended for funding in the amount of $21,400,000, thus completing a long process of obtaining full funding for the I-80 ICM project.

12.        Proposal to Continue Consulting Services (Michael Bernick) – ATTACHMENT

 

Attached is a Letter Agreement with Michael Bernick for Continuation of Consulting Services on projects related to the TOD and Infill Housing Funds for FY 08-09.

 

Staff Recommendation: Approve the Letter Agreement.

 

 

13.        Funding Information – Federal Safe Routes to School and Transportation Fund for Clean Air Regional (Competitive) Funds - ATTACHMENT

 

         $46 million is currently available for Federal Safe Routes to School (SRTS) Funds!  Application deadline is July 18, 2008

14.        School Bus Pass Project – 6 month Report - ATTACHMENT

        

The current School Bus Pass Project has entered into Phase 2 of the implementation efforts.  Currently 207 middle school students are registered in the program.  The program is being expanded to Free and Reduced Lunch Program summer school students at Richmond High.  It is hoped that  another 200 students will be added to the existing program.

15.        Administrative Policy for Sick Leave Sharing Plan - ATTACHMENT

 

Staff is proposing the Sick Leave Sharing Plan for Catastrophic Illness or Injury be added from the City of San Pablo Personnel Handbook, as it appears, with the exception of the effective period beginning at the end of probation, instead of after one year. 

 

         Staff Recommendation:  Approve the addition to the WCCTAC Personnel Policy.

19.    Discussion and Consideration of Repayment of $81,637.98 due to the City of San Pablo for Unfunded Public Employees Retirement System (PERS) obligations and Other Post Employment Benefits (OPEB) obligations – Staff – ATTACHMENT – 10 minutes

 

         Board Treasurer, Bradley Ward, and Interim Executive Director, Mike Sakamoto will present their Staff Report on this item.

 

Staff Recommendation:   Approve the reallocation of funds to mitigate the unfunded liability for PERS and OPEB as outlined in the Staff Report.

 

 

20.        Report on State Budget and Impact on Transportation and Transit Funding – Michael Bernick – HANDOUT - 20 minutes

 

Attached is a Memorandum from Michael Bernick, WCCTAC Consultant, regarding the State Budget and Impact on Transportation and Transit Funding.

21.    Rides for Seniors Presentation – Elaine Welch, Senior Helpline Services Staff – HANDOUT – 15 minutes

 

Senior Helpline Services Staff will provide information about their Rides For Seniors Volunteer Driver Program.

22.    Extension of Measure AA Presentation – Nancy Skinner, Director Ward 1, East Bay Regional Park District Staff – HANDOUT – 15 minutes

 

         East Bay Regional Park District Staff will provide an update on the Extension of Measure AA, and its achievements.

 

Staff Recommendation:  Accept the report; additional follow-up as necessary.

 

 

23.    Request from CCTA for WCCTAC support to advance $3.3M in Measure J funds for the I-80 ICM Project – ATTACHMENT - CCTA Staff – 20 minutes

        

         CCTA Staff will report on The California Transportation Commission (CTC) staff recommendations for project programming in the 2008 STIP.

 

Staff Recommendation:   None; Potential Actions: 1) Approve a motion to support the CCTA recommendation to advance $4.9 million in Measure J funds for the I080 ICM Project; 2) Receive and File the request; 3) Table the matter; and, 4) Request additional information from staff.
